Job summary

The GMP Group is seeking an experienced Head of Procurement in Malaysia to lead the shipbuilding materials supply chain. You will manage supplier networks, drive cost-effective sourcing, and oversee the complete procurement cycle from RFQ to delivery, ensuring quality and regulatory compliance.

You will collaborate with engineering teams, monitor budgets, and coach a team of procurement officers to deliver continuous improvements and on-time shipyard readiness.

Qualifications

• Bachelor’s degree in supply chain management or related field.
• Professional certification (e.g., CIPS, CPSM) is an advantage.
• 10+ years procurement experience with supervisory exposure preferred.

Responsibilities

• Develop and implement procurement strategies aligned with project timelines and cost efficiency.
• Source, evaluate, and manage suppliers locally and internationally, especially for marine grade materials.
• Lead full procurement cycle: RFQ, evaluation, negotiation, contracts, delivery, supplier performance.
• Monitor procurement budgets and drive cost savings without compromising quality.
• Ensure compliance with SOPs, policies, and regulatory requirements (CIDB, MARPOL, SOLAS).

Develop and implement procurement strategies aligned with project timelines and cost efficiency.

Source, evaluate, and manage suppliers locally and internationally, especially for marine grade materials and components.

Maintain vendor relationships to ensure reliable supply chains.

Lead the full procurement cycle RFQ, evaluation, negotiation, contract management, delivery, and supplier performance.

Ensure timely procurement of shipbuilding materials such as steel, engines, propulsion systems, navigation equipment, etc.

Collaborate with engineering and project teams to understand technical specifications and delivery requirements.

Monitor and control procurement budgets, ensuring cost-saving opportunities without compromising on quality.

Track procurement KPIs and implement cost reduction initiatives where applicable.

Ensure compliance with internal SOPs, procurement policies, and regulatory requirements (e.g., CIDB, MARPOL, SOLAS).

Lead the team to comply company ISO standard such as ISO 9001, ISO 14001 & ISO 45001 etc.

Contractual issues.

Lead and coach a team of procurement officers and buyers.

Set team goals, provide performance feedback, and promote continuous improvement.

Job Requirements:

Bachelor’s degree in supply chain management, Marine Engineering, Business Administration, or equivalent.

Professional certification (e.g., CIPS, CPSM) is an added advantage.

Minimum 7-10 years of procurement experience, with at least 3 years in a managerial role within the shipbuilding or marine industry.

Strong understanding of shipbuilding components, technical drawings/specs, and international sourcing.

Excellent negotiation, analytical, and contract management skills.

Strong leadership, interpersonal, and communication skills.

Willing to travel to shipyards, suppliers, and ports locally and abroad as required.

Familiarity with procurement ERP systems (e.g., SAP, Oracle).

Fluent in English and Bahasa Malaysia; Mandarin is an added advantage due to supplier communication.
