Job summary

Airbus Helicopters Malaysia SDN. BHD. seeks a seasoned professional to lead regulatory compliance and governance for aviation training.

You will oversee MTOE maintenance, training documentation and ensure all training programs meet Part-147/Part-66 standards. You will manage examinations, certificates, and instruction QA, while leading instructors and examiners. The role requires oversight of facilities, budgets, and development of standardised training solutions to maintain a state-of-the-art

Responsibilities

• Regulatory Compliance & Governance: Serve as the primary operational contact with Civil Aviation authorities for training scope and approvals.
• Regulatory Compliance & Governance: Maintain and update the MTOE and Training Documentation.
• Regulatory Compliance & Governance: Ensure all training courses, exams and practicals conform to Part-147/Part-66 standards.
• Training Delivery & Examination Management: Oversee end-to-end delivery of theoretical and practical maintenance training programs.
• Training Delivery & Examination Management: Manage examination question banks, practical assessments and grading systems.
• Training Delivery & Examination Management: Authorize issue of official Certificates of Recognition to successful candidates.
• Training Delivery & Examination Management: Perform Training Needs Analysis for course development based on industry demand.
• Resource & Facility Management: Ensure workshops, classrooms, tools, components and devices meet regulatory and instructional standards.
• Resource & Facility Management: Oversee training infrastructure, simulation tools and library access for students and staff.
• Instructional Staff Leadership: Lead, recruit and manage instructors, knowledge examiners and practical assessors.
• Instructional Staff Leadership: Maintain staff competence records and mandatory training updates.
• Instructional Staff Leadership: Conduct regular instructional assessments to maintain teaching quality.
• MTO Organisation & Development: Collaborate with AH Central and CC to develop standardized training solutions.
• MTO Organisation & Development: Build and coordinate budgets with AHM finance and group training teams.
• MTO Organisation & Development: Develop and manage scope expenditures such as approvals and new aircraft types.
• MTO Organisation & Development: Propose improvements to keep AHMTA at a state-of-the-art training facility.
• Instructional Responsibility: Serve as instructor, examiner and assessor and uphold compliance risk awareness.

Regulatory Compliance & Governance

• Serve as the primary operational contact with All Civil Aviation Authorities for training scope and approval matters.
• Maintain, review, and continuously update the Maintenance Training Organisation Exposition (MTOE) and associated Training Documentation.
• Ensure all basic and aircraft type training courses, theoretical examinations, and practical assessments strictly conform to Part-147/Part-66 standards.
• Liaise with the Quality Manager to address internal/external audit findings and implement corrective actions.

Training Delivery & Examination Management

• Oversee the end-to-end delivery of theoretical and practical maintenance training programs.
• Manage the security, integrity, and control of examination question banks (in collaboration with Examination Manager), practical assessment tasks, and student grading systems.
• Authorize the issuance of official Certificates of Recognition to successful candidates.
• Perform Training Needs Analysis (TNA) for development and improvement of courses offered based on industry demand.

Resource & Facility Management

• Ensure training workshops, classrooms, specialized tools, aircraft components, and synthetic training devices meet the regulatory and instructional standards.
• Oversee training infrastructure, simulation tools, and technical library access for students and instructional staff.

Instructional Staff Leadership

• Lead, recruit, and manage a team of instructors, knowledge examiners, and practical assessors.
• Maintain staff competence records, ensuring all instructors and examiners receive mandatory updating, continuation, and Human Factors training.
• Perform regular instructional assessments to maintain teaching quality.

MTO Organisation & Development

• Work closely with AH Central and other CC to develop and provide the best standardised training solution.
• Build, defend, and execute OPEX/CAPEX budgets coordination with AHM finance and the group training team.
• Develop and manage all scope expenditures such as new NAA approval or new aircraft type into AHMTA organisation.
• Maintain and propose improvement projects to improve and keep AHMTA at a state of the art level training facility

Instructional Responsibility

• To act as an instructor, knowledge examiners, and practical assessors.
