Job summary

MRANTI Corporation is seeking a dedicated Head HSE to lead safety, health, and environmental programs across MRANTI Park and related facilities. You will shape policy, manage risk, and ensure regulatory compliance with Malaysian OSHA and environmental regulations.

You will direct strategy, governance, training, and incident investigations while coordinating with government agencies and stakeholders to maintain a safe operating environment.

Qualifications

• Bachelor’s degree in OSH, Safety Engineering, Environmental Science, or related engineering discipline.
• Green Book certification from DOSH is required.
• Minimum 10 years in HSE, with at least 5 years in a managerial or Head of Department role.
• Experience managing complex, multi-site or high-risk environments and engaging with government agencies.

Responsibilities

• Provide strategic leadership and policy for MRANTI HSE across all sites.
• Develop and implement OSHA and environmental policies and procedures.
• Plan and integrate HSE strategies into MRANTI's business plan.
• Manage OSH budget, resources, and department staffing.
• Ensure regulatory compliance with OSHA 1994, FMA, and environmental regs.
• Liaise with DOSH, DOE, BOMBA/JBPM and other authorities.
• Maintain and improve Safety Management System (ISO 45001).
• Direct HIRARC risk assessments across MRANTI sites, labs, and offices.
• Plan safety inspections, audits, and crisis management interventions.
• Develop and test Emergency Response Plans for all potential incidents.
• Investigate incidents and drive corrective actions; foster safety culture.
• Lead safety training, inductions, and committee activities.

Job Summary

A dedicated Head HSE is essential because MRANTI Park operates as a complex, high-risk, live ecosystem, rather than a standard commercial property. The Park's scope includes managing significant physical infrastructure and complex utilities (such as high-voltage areas, utility plants, and active construction zones) that demand constant, expert oversight to ensure uncompromised safety and operational continuity.

Key Responsibilities

• Strategic Leadership and Policy
• Develop and Implement OSH Policy: Establishing the overarching Occupational Safety and Health, and likely Environmental (HSE) policies and procedures for the entire MRANTI organization.
• Strategic Planning: Integrating OSH strategies and objectives into MRANTI's overall business plan.
• Budget Management: Managing the OSH budget, resources, and staffing for the department.
• Legal Compliance and Governance
• Regulatory Compliance: Ensuring MRANTI's operations, facilities, and all tenant/stakeholder activities within its premises strictly comply with Malaysian laws, including the Occupational Safety and Health Act (OSHA) 1994, the Factories and Machinery Act, and relevant environmental regulations.
• Liaison with Authorities: Serving as the main point of contact and liaison with regulatory bodies such as the Department of Occupational Safety and Health (DOSH) and the Department of Environment (DOE).
• System Maintenance: Overseeing the maintenance and continuous improvement of the Safety Management System (e.g., in line with ISO 45001).
• Risk Management and Operations
• Risk Assessment: Directing and overseeing comprehensive HIRARC (Hazard Identification, Risk Assessment, and Risk Control) across all MRANTI sites, facilities (including labs, R&D spaces, and offices), and projects.
• Inspection and Audits: Planning and leading regular safety inspections, internal, and external audits to identify hazards and non-compliance issues.
• Emergency Response: Developing, implementing, and regularly testing comprehensive Emergency Response Plans (ERPs) for fire, medical, environmental incidents, and other potential emergencies.
• Incident Management: Investigating all incidents, accidents, and near-misses to determine root causes and implement effective corrective and preventive actions.
• Safety Culture and Training
• Promote Safety Culture: Championing a proactive and positive safety culture across the organization, including staff, tenants, and visitors.
• Training Programs: Developing and conducting mandatory safety training, induction programs, and specialized training (e.g., lab safety, working at height, chemical handling) for all relevant personnel.
• Safety Committee: Chairing or actively participating in the MRANTI Safety and Health Committee.

Key Requirements

• Bachelor's Degree in Occupational Safety & Health (OSH), Safety Engineering, Environmental Science, or a related Engineering discipline (minimum requirement).
• Must be a Green Book Holder certified by the Department of Occupational Safety and Health (DOSH).
• Minimum 10 years of progressive experience in the Health, Safety & Environment (HSE) field.
• At least 5 years in a managerial or Head of Department role.
• Demonstrated experience managing complex, multi-site, or high-risk operational environments.
• Proven ability to develop, implement, and align HSE strategies with overall corporate objectives.
• Strong track record in engaging and managing relationships with government agencies (DOSH, DOE, BOMBA/JBPM), senior leadership, tenants, and major external contractors.
• Skilled in developing comprehensive Emergency Response Plans (ERP), and leading crisis communications and mitigation during major incidents.
• Ability to perform deep-dive investigations to identify systemic issues contributing to incidents or Lost Time Injuries (LTIs).
• Capable of designing, enforcing, and driving safety policies, while fostering a strong, organisation-wide culture of safety, responsibility, and accountability.
