Raffcomm Sdn Bhd, a Malaysia-based IT and regulatory services provider, seeks a senior Legal & Compliance leader to oversee legal affairs and ensure compliance with AMLA, DSA 1997, DSR 1998, PDPA, and related regulations.
Lead the compliance program, drive risk management and governance initiatives, draft and review contracts, advise management on regulatory matters, and liaise with authorities such as BNM and MCMC.
Responsible for ensuring the Company’s compliance with all applicable laws, regulations, and guidelines, particularly in relation to Certification Authority (CA) and e-Money operations. This includes overseeing legal and regulatory compliance (BNM, MCMC, AMLA, DSA 1997, DSR 1998, PDPA), managing compliance programs, conducting risk assessments, and advising senior management on compliance and governance matters. The role also provides strategic legal guidance, manages the legal team, and drives governance, risk management, and compliance initiatives to ensure the Company operates within established legal and regulatory frameworks.
Ensure compliance with AMLA, DSA 1997, DSR 1998, PDPA, Payment Systems Act, BNM e-Money Guidelines, and other relevant legislation.
Provide strategic legal advice to management on corporate, regulatory, and operational matters.
Monitor regulatory and legislative changes, advising management on necessary adjustments and impacts on the business.
Conduct internal audits and compliance reviews to ensure adherence to legal and regulatory obligations.
Develop and implement compliance programs, policies, and internal controls to mitigate risks.
Conduct risk assessments to identify compliance vulnerabilities and establish mitigation strategies.
Collaborate with internal audit and risk teams to strengthen governance and ensure cohesive oversight.
Draft, review, and negotiate contracts and agreements with third parties to protect the Company’s interests.
Provide guidance to internal stakeholders on contract management and dispute resolution.
Manage litigation, mediation, and external counsel engagements when required.
Serve as the primary liaison with regulators such as BNM, MCMC, and other government agencies.
Ensure timely submission of regulatory reports, licenses, and responses to inquiries.
Represent the Company in regulatory discussions and maintain strong relationships with relevant authorities.
Develop, update, and enforce internal policies and procedures in line with legal and regulatory standards.
Provide regular training and awareness programs for employees to promote a culture of compliance.
Guide management and staff on regulatory requirements and corporate governance best practices.
Lead, mentor, and manage the Legal & Compliance team, ensuring high-quality output and professional growth.
Foster collaboration with cross-functional teams (finance, audit, IT, operations) to ensure integrated risk and compliance management.
Provide leadership in complex legal and compliance matters, including high-stakes projects, transactions, and regulatory issues requiring detailed analysis and strategic decision-making.
Develop and implement long-term strategies to mitigate legal and compliance risks while supporting sustainable business growth.
Represent the Company in meetings and negotiations with clients, vendors, and regulatory authorities.
Oversee the maintenance, filing, and confidentiality of all legal and compliance documentation in accordance with DSA 1997, AMLA, and other applicable laws.
Monitor and enhance the effectiveness of compliance and risk management programs, incorporating findings from internal audits and regulatory feedback.
Investigate potential compliance breaches, recommend corrective actions, and ensure lessons learned are applied to prevent recurrence.
