Job summary

To lead and oversee the Group Treasury, Credit Management and Accounts Payable functions, ensuring effective management of liquidity, funding, treasury operations, payment operations and financial risks across the Group.

The role is responsible for maintaining adequate liquidity, an efficient capital structure, effective funding strategies and strong governance and compliance standards to support the Group's business objectives.

The role provides strategic Treasury and Finance Operations leadership to support the Group's diversified real estate business, including property development, investment and asset management portfolios, joint ventures, strategic partnerships, and other growth initiatives, while serving as the primary Treasury liaison with senior management, financial institutions, regulators, rating agencies, and other key stakeholders.

Key Responsibilities
1. Treasury Strategy, Funding & Capital Management
  • Lead the Group's treasury strategy, funding activities, capital structure management, liquidity optimisation, and financing programmes for subsidiaries and joint ventures.
  • Oversee project financing, banking facilities, Sukuk/IMTN programmes, refinancing initiatives, and other debt capital market instruments.
  • Ensure adequate funding capacity, optimal capital structure, and effective capital allocation to support the Group's business objectives.
2. Liquidity, Cash Flow & Financial Risk Management
  • Lead liquidity management, cash flow forecasting, working capital optimisation, and treasury risk management activities across the Group.
  • Ensure sufficient liquidity buffers and funding headroom are maintained.
  • Oversee management of financial risks including liquidity, interest rate, foreign exchange, and funding risks.
  • Provide treasury inputs into the Annual Operating Plan (AOP), budgeting, forecasting, and strategic planning processes.
3. Credit Management
  • Provide strategic oversight of the Group's Credit Management function to ensure effective credit governance, timely billing and collection of receivables, and optimisation of working capital.
  • Enhancement and monitor credit policies, and collection strategies to mitigate credit risk and safeguard the Group's financial interests.
  • Partner with business units and Finance teams to strengthen receivables management, improve collection performance, and enhance cash flow visibility.
  • Drive process improvement, automation, and operational excellence initiatives across Credit Management operations and reporting.
4. Treasury Operations, Accounts Payable & Governance
  • Oversee Treasury and Accounts Payable operations to ensure effective payment governance, cash management, internal controls, compliance, and operational efficiency.
  • Drive process standardisation, automation, and continuous improvement initiatives across Treasury and Accounts Payable.
  • Ensure compliance with Treasury policies, financing covenants, delegated authority limits, statutory requirements, and governance standards.
5. Business Partnership & Stakeholder Management
  • Serve as the primary Treasury liaison with senior management, financial institutions, regulators, rating agencies, and external advisors.
  • Partner with business divisions on strategic funding decisions, development projects, investments, acquisitions, divestments, and joint ventures.
  • Provide strategic recommendations on funding, liquidity, capital structure, and financial risk matters.
  • Lead, coach, and develop the Treasury and Accounts Payable leadership teams to drive service excellence, operational effectiveness, and succession readiness.
  • Build functional capability, leadership depth, and succession pipelines across Treasury and Accounts Payable.
  • Foster a culture of accountability, collaboration, continuous improvement, and operational excellence.
Qualification
  • Bachelor’s Degree in Finance, Accounting, Banking, Business Administration or a related discipline.
  • Professional qualification such as ACCA, CPA, ICAEW, CFA, Chartered Banker or equivalent would be an added advantage.
Professional Experience
  • Minimum 15 years of experience in Treasury, Corporate Finance, Banking or Financial Management, with at least 8 years in a leadership role.
  • Strong experience in liquidity management, debt capital management, financing transactions and banking relationships.
  • Experience managing funding strategies, capital structure and financial risk.
  • Experience within a listed company, diversified real estate company, property developer or large corporate group environment preferred.
  • Experience overseeing Accounts Payable, Finance Operations, Shared Services or large-scale payment operations would be an added advantage.
  • Strong expertise in treasury management, liquidity management, debt financing, capital structure optimisation, and capital markets.
  • Strong understanding of funding strategies, cash flow forecasting, treasury risk management, financial markets, and banking relationships.
  • Strong commercial and real estate industry acumen with the ability to assess funding, financing, liquidity and capital implications arising from business, development and investment activities.
  • Ability to balance growth ambitions, funding requirements, risk appetite, and capital efficiency in supporting strategic business decisions.
  • Excellent stakeholder management, negotiation, and influencing skills in engaging senior leadership teams, financial institutions, regulators, and external partners.
  • Proven leadership capability in building and leading high-performing teams, driving organisational transformation, and developing leadership pipelines.
  • Strong understanding of Accounts Payable governance, payment operations, working capital management, and internal controls.
  • Ability to leverage technology, automation, digital solutions, and AI-enabled tools to drive process improvement, operational excellence, reporting, analytics, and decision-making across Treasury and Finance Operations.
