Jora Malaysia seeks a dynamic General Manager – Property Development to own the full lifecycle of our development portfolio, from market research through delivery, and to report directly to the Board. Responsibilities

General Manager/Senior General Manager, Property Development

We are seeking a dynamic and results-driven General Manager – Property Development to take the helm of our property development portfolio. This is a rare opportunity for a strategic leader to drive high-impact projects from concept to completion, shape investment decisions at the Board level, and build a legacy of quality, innovative developments that stand the test of time.

About the Role:

As General Manager, you will own the full lifecycle of our property development initiatives — from market research and feasibility through execution, financial performance, and regulatory compliance. You will be the driving force behind our growth strategy, reporting directly to the Board of Directors, and will lead cross-functional teams of project managers, engineers, architects, and site supervisors to deliver landmark developments on time, on budget, and to the highest standards.

Key Responsibilities:

1. Strategic Planning & Property Development

Shape the strategic direction of the property development division — crafting business strategies, growth plans, and budgets that set the pace for the business.

Spearhead market research and feasibility studies to uncover high-potential development opportunities ahead of the curve.

Stay ahead of market trends, competitor moves, and regulatory changes, translating insights into bold, well-timed strategic decisions.

Build and present compelling investment proposals and business cases that win Board approval and unlock funding.

Scout new markets, land opportunities, and strategic partnerships to fuel a dynamic, expanding development pipeline.

Play a pivotal role in shaping the company's growth trajectory, working closely with senior leadership on high-impact decisions.

2. Project Management & Execution

Direct the planning, execution, and monitoring of all property development projects end to end.

Set the bar for budget, timeline, and quality standards across the entire project portfolio.

Coordinate and resolve escalated issues with consultants, contractors, and vendors to keep projects moving.

Build and implement robust risk management frameworks to stay ahead of delays, cost overruns, and regulatory hurdles.

Approve key project decisions, plans, and variations affecting scope, cost, or schedule.

Own the preparation and approval of annual budgets, cash flow projections, and financial reporting across all projects.

Track portfolio-wide expenditure and profitability against financial targets.

Evaluate performance against KPIs and take decisive corrective action to protect margins and returns.

Champion operational efficiency and cost optimisation across the development function.

4. Team Leadership & Stakeholder Management

Build, lead, and mentor high-performing, cross-functional teams.

Cultivate a culture of collaboration, accountability, and innovation.

Develop lasting relationships with investors, authorities, clients, contractors, and stakeholders.

Report on portfolio progress, risks, and performance directly to the Board of Directors.

Represent the organisation in high-level negotiations and industry engagements.

5. Compliance & Quality Assurance

Ensure full compliance with statutory, legal, and planning regulations across every project.

Uphold rigorous corporate governance, sustainability, and quality standards.

Establish and oversee health, safety, and environmental (HSE) policies across all sites.

Align development practices with ESG commitments and industry best practices.

Job Requirements:

1. Education & Experience

Bachelor's degree in Real Estate, Civil/Structural Engineering, Architecture, Construction Management, Business Administration, or a related field; a Master's degree (MBA or equivalent) is an advantage.

Minimum 10–15 years of progressive experience in property development, construction, or real estate, including at least 5 years in a senior leadership role (GM, Head of Development, or equivalent).

Proven track record of successfully delivering large-scale property development projects (residential, commercial, mixed-use, or township) from concept to completion.

2. Technical & Functional Skills

Strong knowledge of property development processes, including feasibility studies, land acquisition, design coordination, construction, and handover.

Solid understanding of local planning laws, statutory approvals, and regulatory compliance requirements.

Strong financial acumen — budgeting, cash flow management, financial modelling, and P&L accountability.

Skilled in risk management, contract management, and project governance frameworks.

Proficiency in project management tools and methodologies.

Demonstrated ability to lead, mentor, and inspire cross-functional and multidisciplinary teams.

Excellent stakeholder management skills, with experience engaging investors, government authorities, contractors, and clients.

Strong strategic thinking and business development capability, with a sharp eye for market opportunities.

Exceptional communication and presentation skills, including Board-level reporting.

High level of integrity, sound judgement, and decision-making ability under pressure.

4. Other Requirements

Willingness to travel to project sites as required.

Strong commitment to health, safety, environmental, and sustainability (ESG) standards.

Professional certification (e.g., PMP, RICS, or equivalent) is an added advantage.
