JOB SUMMARY
The PMO Executive drives Project Governance, Software Development Lifecycle (SDLC) governance, and Service Lifecycle Management (SLM) governance by coordinating portfolio, business case development, benefits management, project assurance, and service lifecycle. The role includes preparing executive reports, facilitating strategic workshops, ensuring compliance, and promoting continuous improvement across project planning, execution, and performance tracking, SDLC, and SLM. The role also oversees portfolio tools, JIRA and dashboards, prepares executive-level insights, facilitates strategic workshops, supports governance compliance, and provides practical guidance to project team.
JOB RESPONSIBILITIES
- Drive the implementation and continuous improvement of Project Governance, SDLC governance, and Service Lifecycle Management (SLM) frameworks, policies, standards, and operating procedures.
- Maintain an accurate enterprise view of ongoing and upcoming projects, enhancements, change requests, and service lifecycle initiatives to support prioritisation, governance tracking, and management visibility.
- Review and guide the preparation of business cases, governance documents, SDLC artefacts, service lifecycle documents, and supporting materials to ensure completeness, quality, and alignment with approved standards.
- Oversee project portfolio, SDLC, and SLM monitoring systems by analysing performance, identifying risks, gaps, and corrective actions, and escalating key matters for timely management decision making.
- Coordinate project approvals, SDLC governance checkpoints, service transition readiness, and related compliance activities by ensuring required documentation, evidence, and approvals are properly prepared and maintained.
- Administer the Project Portfolio Management (PPM) Tool, JIRA, dashboards, and repositories to ensure data accuracy, timeline integrity, document completeness, and reliable reporting across PMO, SDLC, and SLM activities.
- Administer Benefits Management and Project Quality Assurance, including benefits tracking, quality review coordination, governance evidence, and follow-up of improvement actions.
- Maintain portfolio and governance dashboards to provide timely visibility of project performance, SDLC compliance, service lifecycle readiness, risks, issues, dependencies, and overall progress.
- Prepare and present management reports, executive papers, insights, and recommendations that support portfolio oversight, governance decisions, capability improvement, and project delivery.
- Develop, maintain, and continuously enhance project, SDLC, and service lifecycle templates, tools, checklists, playbooks, and onboarding materials to standardise execution and improve adoption across teams.
- Plan, coordinate, and facilitate strategic labs, workshops, governance engagements, and cross-functional working sessions with clear documentation, decisions, follow-ups, and action tracking.
JOB REQUIREMENTS
- Malaysian citizen.
- Possess a Bachelor's degree in Project Management/Computer Science/Management Information Systems/Business Administration or equivalent qualification from accredited higher learning institutions.
- Pass Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level or equivalent as recognized by the Malaysia Government.
- Minimum of 4 - 7 years of working experience as PMO and Project Delivery Management for large institutions, corporations or Government-linked companies.
- Certified in PRINCE2.0, PMP, MSP or P3O.
SKILLS REQUIREMENTS
- Strong working knowledge of project, programme, and portfolio management practices, with good understanding of SDLC governance and Service Lifecycle Management (SLM) principles, including service transition, operation, and continual improvement.
- Proficient in project and portfolio management tools such as MS Project, JIRA, PPM tools, dashboards, or equivalent platforms, with the ability to analyse data quality, progress, risks, and reporting accuracy.
- Strong capability in preparing, reviewing, and improving strategic documents, executive reports, governance papers, business cases, SDLC artefacts, and service lifecycle documentation.
- Demonstrates structured thinking, analytical judgement, and problem-solving skills to synthesise insights, identify governance gaps, and recommend practical improvement actions.
- Sound understanding of governance, risk, quality assurance, benefits realisation, strategic management, SDLC controls, and service management frameworks and methodologies.
- Experienced in coordinating business cases, benefits management, project quality assurance, SDLC governance requirements, service lifecycle requirements, and organised project repositories.
- Skilled in stakeholder engagement, facilitation, and cross-functional coordination, with the ability to work effectively with project teams, business users, technology teams, delivery partners, and management stakeholders.
- High attention to detail with strong ownership in tracking project performance, SDLC compliance, service lifecycle readiness, documentation accuracy, issue follow-up, and governance discipline.
