Job summary

Eternity Recruitment seeks an experienced E&E Quantity Surveyor to manage cost planning, tendering, and contract administration across projects in Malaysia.

You will prepare estimates, take-offs, evaluate tenders, certify claims, and liaise with clients and subcontractors while traveling to Shah Alam HQ as required.

Applicants should have 5+ years in tendering and project QS roles, strong contract knowledge (PAM/JKR/CIDB/FIDIC), and proficiency in Excel, AutoCAD, CostX, or similar QS software.

Qualifications

• Diploma or degree in Quantity Surveying or related field.
• Minimum 5 years in tendering and project QS roles, E&E preferred.
• Strong contract administration knowledge (PAM, JKR, CIDB, FIDIC).
• Proficient with Excel, AutoCAD, and QS software.

Responsibilities

• Prepare cost estimates, budgets, and feasibility studies for projects.
• Prepare tender documents, BOQ, and pricing schedules within deadlines.
• Carry out quantity take-offs, measurements, and labour costing.
• Obtain, evaluate, and negotiate supplier and subcontractor quotations.
• Analyse drawings and specifications; carry out cost breakdowns.
• Evaluate tenders and assist in preparing contract documents.
• Monitor project costs, budgets, and cash flow; implement cost controls.
• Certify subcontractor claims, progress payments, VO's, and final accounts.
• Administer contracts in line with PAM/JKR/FIDIC standards.
• Liaise with clients, consultants, suppliers, and contractors on commercial matters.
• Provide cost advice, risk assessments, and value engineering input.
• Report cost status and commercial risks to management.
• Conduct market research on construction costs and material trends.

Job description

We're looking for an experienced E&E Quantity Surveyor to manage cost planning, tendering, and contract administration. (Candidates must be willing to travel to Shah Alam (HQ))

What You'll Do

Prepare cost estimates, budgets, and feasibility studies for new and ongoing projects

Prepare tender documents, BQ/BOQ, and pricing schedules within deadlines

Conduct quantity take-off, measurement, material sourcing, and labour costing

Obtain, evaluate, and negotiate supplier and subcontractor quotations

Analyse drawings and specifications; carry out detailed cost breakdowns

Evaluate tenders and assist in preparing contract documents

Monitor project costs, budgets, and cash flow; implement cost control measures

Certify subcontractor claims, progress payments, variation orders (VOs), and final accounts

Administer contracts in line with PAM/JKR/FIDIC standards

Liaise with clients, consultants, suppliers, and contractors on commercial matters

Provide cost advice, risk assessments, and value engineering input

Report cost status and commercial risks to management

Conduct market research on construction costs and material trends

What We're Looking For

Diploma/Degree in Quantity Surveying, Construction Management, or related field

Minimum 5 years' experience in tendering and project QS roles (E&E preferred)

Strong knowledge of contract administration (PAM, JKR, CIDB, FIDIC)

Proficient in Excel, AutoCAD, and QS software (CostX, Glodon Cubicost, or similar)

Strong analytical, negotiation, and communication skills

Able to work independently, under pressure, and meet tight tender deadlines
