Job summary

Visual Precast Sdn. Bhd. is seeking a Deputy QA/QC Manager to support the QA/QC Manager in enforcing ISO 9001 and BCA CONQUAS standards for precast production and site delivery in Malaysia.

You will guide QA/QC staff, review ITPs, MARs and test results, and ensure shop drawings compliance. The role requires 5–8 years in QA/QC for precast or construction, a civil engineering degree, and CIDB Green Card or willingness to obtain.

Responsibilities

• Assist in implementing and maintaining the QA/QC Management System in line with ISO 9001, BCA CONQUAS, and Singapore Standards (SS).
• Oversee quality control across all precast production stages (formwork, reinforcement, casting, curing, demoulding, finishing).
• Review and endorse inspection reports, MARs, concrete test results, and production records.
• Identify non-conformities and issue NCRs; coordinate CAR/PAR with production, engineering, and site teams.
• Coordinate inspections with clients, consultants, and authorities; support responses to comments and rejections.
• Supervise QA/QC Officers, Inspectors, and Technicians; ensure understanding of standards and procedures.
• Participate in internal and external audits; contribute to quality improvement initiatives.

Job description

Deputy QA/QC Manager supports the QA/QC Manager in implementing and enforcing Quality Assurance and Quality Control systems for precast concrete manufacturing. This role ensures compliance with project specifications, ISO 9001, Singapore Standards, BCA CONQUAS requirements, and client/consultant expectations, covering both factory production and site delivery activities.

Key Responsibilities

1. Quality Management & Compliance

Assist in implementing and maintaining the QA/QC Management System in line with ISO 9001, BCA CONQUAS, and Singapore Standards (SS).

Ensure compliance with approved shop drawings, method statements, and Inspection Test Plans (ITP).

2. Precast Production Quality Control

Oversee quality control across all precast production stages, including:

Formwork preparation

Reinforcement fixing and embedment

Concrete casting, curing, demoulding, and finishing

Storage, handling, and delivery readiness

Ensure incoming materials (cement, aggregates, reinforcement bars, lifting inserts, accessories) comply with approved specifications and standards.

Monitor concrete testing activities such as slump tests, cube strength tests, durability tests, and compliance with approved mix designs.

3. Inspection, Testing & Documentation

Supervise QA/QC Engineers, Supervisors, and Inspectors in conducting inspections according to approved ITPs and procedures.

Review and endorse inspection reports, Material Approval Requests (MAR), concrete test results, and production records.

Maintain complete QA/QC documentation for client, consultant, CIDB, and internal audit requirements.

4. Non-Conformance & Corrective Actions

Identify quality non-conformities and issue Non-Conformance Reports (NCR) when required.

Coordinate root cause analysis and corrective/preventive actions (CAR/PAR) with production, engineering, and site teams.

Monitor closure and effectiveness of corrective actions to prevent recurrence.

5. Coordination with Project & External Parties

Work closely with production, engineering, logistics, and site teams to resolve quality issues without impacting delivery schedules.

Coordinate and attend inspections with clients, consultants, and authorities.

Support responses to consultant comments, site rejections, and quality-related correspondence.

6. Team Supervision & Development

Supervise and guide QA/QC Officers, Inspectors, and Technicians at plant and site levels.

Ensure team understanding of applicable standards, project requirements, and quality procedures.

Support quality-related training sessions and toolbox briefings.

7. Continuous Improvement & Audit Support

Assist in reviewing and improving QA/QC procedures, checklists, and work instructions for precast operations.

Participate in internal audits, external ISO audits, and CIDB-related audits, and follow up on findings.

Contribute to quality trend analysis, lessons learned, and preventive quality initiatives.

Education & Certification

Bachelor's Degree in Civil Engineering, Construction Management, or a related discipline.

ISO 9001 Internal Auditor certification is an added advantage.

CIDB Green Card (or willing to obtain upon employment).

Experience

Minimum 5-8 years of QA/QC experience in precast concrete manufacturing or the construction industry.

Hands-on experience with precast elements such as beams, columns, slabs, wall panels, and other structural components.

Experience dealing with consultants, main contractors, and project sites.

Technical Knowledge

Strong understanding of precast production processes and concrete technology.

Familiar with Singapore Standards (SS), BCA CONQUAS, and project specifications.

Well-versed in ITPs, method statements, MAR, NCR, and CAR/PAR processes.
