Our client, a major transportation group of companies is looking for Chief Technical Officer.

Job Purpose

Spearheading the development of public transport infrastructure by managing projects, particularly related to acquisition of new assets, enhancement of current assets, and execution of new public transport projects, in support of the company’s core activities of rail and bus businesses. In addition, to support the operations of rail and bus through CAPEX activities.

Key Accountabilities

• Oversee, supervise, and strategize execution and completion of the rail project for revenue service in 2025. To give necessary support to rail operations for operations readiness.
• Plan, and strategize multiple Rail-related CAPEX projects for execution and delivery that include but are not limited to Rolling Stocks, Wayside Systems, Power & Traction Supply, Signalling, Communication and AFC, Depot Equipment, Rail Infrastructure, and Facilities.
• Plan, and strategize multiple Bus related CAPEX projects for execution and delivery that include but are not limited to Fleet & Vehicle, Bus Depot, and Infrastructure & Facilities, Bus Systems, Fleet Renewal Program to Electric Vehicle (EV), and EV-related infrastructure.
• Plan and strategize budget requirements for new projects taking into consideration internal and external factors such as authority requirements, policies & regulations and processes into the project cost and followed with the development of projected cashflow for financing purposes.
• To identify, mitigate and manage project risks through continuous engagements and liaising with Local Authorities, Agencies, and other External Parties to keep abreast and comply with current policies and procedures to enable all necessary approvals, permissions, and resolution of potential conflicts that may affect project execution can be obtained.
• To be aware of new technologies on public transport infrastructures and able to introduce new engineering methods and know-how in project management.
• Able to support rail and bus operations in emergency situations that require urgent capital expenditure injection by providing technical support and project management expertise.
• To assess, consider and execute necessary rail operations needs prior to the rail revenue service date, additionally for bus operations as well for feeder bus service.
• To ensure a smooth transition of rail from the development phase to operations by supporting rail operations readiness, coordinating necessary regulatory tests, and providing continuous support during the Defect Liability Period (DLP).

Requirements

• Minimum Bachelor’s in Mechanical, Electrical, Electronic, Mechatronic Engineering or an equivalent.
• Minimum 20 years of working experience, with 15 years of working experience with deep technical knowledge on public transport operations.
• Familiarity with technological development in public transport.
• Candidates from GLC/GOC/MNC backgrounds, preferably with experience in automotive, manufacturing, transportation, logistics, or related industries.
• Experience presenting and reporting to the Board of Directors.
• Supervisory exposure in managing projects at both strategic and operational levels.
• Current position level must be at Head of Department (HOD) or equivalent.
• Team leadership scope with experience supervising engineers across multiple levels (e.g., General Manager, Senior Manager, Manager, and below).
• Professional background must be in Engineering (qualified and experienced engineer).
