Safepeak Technology is seeking a seasoned Factory Construction and Operations Manager in Malaysia. You will supervise renovation and office decoration, coordinate with the engineering team, and manage compliance, HR, and administrative functions to ensure smooth factory startup and ongoing operations.
The role requires 5–8 years in factory operations or production leadership, fluency in Mandarin, English, and Malay, and a valid driver's license.

Phase 1 - Factory Construction and Decoration
Supervise the entire process of factory renovation and expansion and office decoration, cooperate with the engineering team to manage the installation progress, supervise the installation quality, coordinate and resolve various coordination issues during the installation process, and have practical experience in factory construction and office decoration.
We handle all kinds of compliance certificates and permits for the factory, including but not limited to industrial and commercial registration, tax registration, environmental approval, fire protection acceptance, etc., to ensure that certificates are processed in a timely and compliant manner, and to ensure that the factory passes the acceptance smoothly and is put into operation as planned.
Establish and maintain good relationships with local governments, stay informed about local policies and regulations, handle all government-related matters, and ensure compliance.
Establish a preliminary framework for factory personnel management and formulate a preliminary personnel management system to lay the foundation for talent recruitment and team building.
Phase Two - Factory Operation
Comprehensive Human Resources Management: Responsible for employee recruitment, onboarding, training, performance appraisal, salary and benefits, labor relations, employee relations, etc., building and improving the factory's human resources management system, and creating a highly efficient and stable employee team.
Comprehensive administrative management: Responsible for the factory's daily administrative affairs, office logistics, fixed asset management, vehicle management, safety management, environmental sanitation, reception etiquette, etc., optimizing administrative processes, improving administrative efficiency, and ensuring the smooth daily operation of the factory.
Provide guidance on financial work, including daily fund and expense control, asset and financial management, tax and financial compliance, financial statement and budget management, cost accounting and payroll settlement.
We will coordinate procurement management, connect with supplier resources, establish a preliminary supplier screening, evaluation and communication mechanism, ensure timely supply of raw materials and auxiliary materials in the early stages of production, control procurement costs, and mitigate supply chain risks.
Responsible for market customer maintenance, liaising with existing customers, providing timely feedback on factory production progress and product delivery, responding to customer needs, maintaining customer relationships, assisting in expanding local potential customers, and helping the factory's market layout to take off in the initial stages.
Maintain relationships with local authorities, keep abreast of changes in local policies, ensure that company operations comply with local laws and regulations, and handle various administrative compliance matters.
Coordinate work and cooperation between departments and complete other temporary tasks assigned by the company.
Job Requirements
Possess a college diploma or higher degree in human resources, business management, marketing or other related fields.
Candidates with at least 5-8 years of relevant work experience, comprehensive management skills, and experience in factory production operations and team management will be given priority.
Be familiar with the Labor and Industrial Relations Act, as well as the occupational safety and health laws required for factory establishment, and understand the basic management standards related to manufacturing production, quality, and procurement.
Possess strong written and oral skills in Mandarin Chinese, English, and Malay to communicate with local authorities and report to headquarters in China.
Strong leadership, responsible, confident, independent, with a strong team spirit, able to work in fast-paced and complex environments, and possesses the coordination and decision‑making ability to manage multiple modules of work.
Own your own vehicle and a valid driver's license.
MS Office, MS Project, and AutoCAD are additional advantages.
Possesses excellent communication, negotiation, and document processing skills, and is able to independently establish effective connections with government departments, external business partners, suppliers, and internal colleagues.
Candidates with experience in comprehensive personnel management, factory construction, factory acceptance, relevant manufacturing certifications and license applications, as well as practical experience in factory commissioning and operation and production management, will be given priority.
Possesses high emotional intelligence, excellent communication and coordination skills, strong resilience, execution ability, and a strong sense of responsibility. Has firm principles and is able to handle complex interpersonal relationships, production and operation issues, and emergencies effectively. Identifies with the company's corporate culture and is willing to work in Malaysia long-term.
Salary and Benefits
Salary: RM10-15k, depending on individual ability and experience.
Establish a factory construction performance bonus: After the factory successfully completes its production target, passes all acceptance tests, and achieves mass production standards, an additional special performance bonus for factory construction will be issued (the amount will be determined based on the production results) to reward core contributors.
