Turner & Townsend is seeking a Senior Cost Manager in Monterrey, Nuevo León, Mexico. The role requires 8-12 years of cost management experience, with responsibilities including conducting feasibility studies, managing procurement processes, and ensuring accurate cost forecasting. A Bachelor's degree in Quantity Surveying, Civil Engineering, or similar is required, along with certifications like RICS. Job Description

*Activities might change accordingly.

  • Conducting feasibility studies and writing procurementreports;
  • Review construction plans and preparing quantity take-offs, along with Contract Preparation and Management
  • Prepare and review detailed estimates and cost plans
  • Managing estimating and cost planning activities to include taking ownership of and presenting the final costplan;
  • Applying Value Management techniques at the outset of a project and whereappropriate involvingTurner & Townsend’s specialist Value Managementteam;
  • Managing the procurement process, implementing procurement, and contracting strategies andparticipatein negotiations ensuring that all stages including pre-qualification, enquiry, analysis, perform bid evaluations and cost negotiations selection and contract preparation are performed effectively and RFPs revisions andevaluation;
  • Ensuring that post-contract cost variances and change control processes are managed effectively, documenting any changes in design, and updatingbudgets;
  • Ensuring that cost checking and valuation work is managedeffectively;
  • Preparing and issuingmonthly post-contract cost reports and presenting them to theclient;
  • Value engineering and life cycle costing,drive value engineering and offer cost insights to support businessdecisions;
  • Ensuring that final accounts are negotiated andagreed;
  • Establish andmaintainprofessional relationships with external and internal stakeholders, taking a lead role in interfacing with the client and other consultants, at all project stages, and report to senior leadership on current estimated cost vs. budget, and advise managers and clients on improvements and newstrategies;
  • Whereappropriate, leading a cost management team, ensuring that they deliver on all their assigned tasks andaccountabilities;
  • Staff management (whereappropriate)–Inputting into the formal management of a Cost Manager or small cost management team, to include 1st round recruitment interviews, input into resource management and attendance at junior staffappraisals;
  • Knowledge management –Ensuring that key information and lessons learnt aregenerated from each commissionand are includedwithinTurner & Townsend internaldatabase;
  • Financial management–UtilizingFinancial Management Systems to keep track of the ongoing margin levels and monthly fee/resource forecasts for eachcommission;
  • Process improvement –Identifying and acting upon ways to improve internal systems andprocesses;
  • Liaise with site managers, clients, contractors, andsubcontractors;
  • Prepare reports, analyses, contracts, budgets, risk assessment, and otherdocuments;
  • Review and approve subcontractor proposals, manage contracts, and changerequest;
  • Review and approve payment applications,monitorinvoicing, and ensure payments areaccurateand processed in line with theContract;
  • Advise the Project Manager/ Clientof anyforecasted unforeseen costorover expenditure and proposes correctiveactions;
  • Travel from the office to various sitelocationswhen or ifrequiredor bewilling to bebased onsite;
  • TheCandidateis required tocarry out all tasksand obligationsin accordance withtheirprofessional level and to Turner & Townsend’s quality standards.
Qualifications
  • 8-12yearsprofessional experience related to CostManagement;
  • Bachelor’s degree inQuantity Surveying, Civil Engineering, Architecture, or any degree relevant to the position;
  • RICS, AACECertifications/Memberships;
  • Fluent inEnglish andSpanish;
  • Ability to work under pressure to deliverdeadlines;
  • Good communicationskillsand has experience explaining concepts,methodologiesand their deliverables toClients;
  • Strong client management, change management and teamwork& team managementskills;
  • Strong Microsoft skills, specifically excel & PowerPoint,CostX, Knowledge of AutoCAD.
