Job description

Responsibilities

About the Team: The Global Payment team provides payment solutions - including payment acquisitions, disbursements, transaction monitoring, payment method management, foreign exchange conversion, accounting, reconciliations, and so on to ensure that our users have a smooth and secure payment experience on TikTok.

We are looking for an experienced and pragmatic financial crime compliance officer to serve as Oficial de Cumplimiento (Compliance Officer / MLRO equivalent) for our Mexican entity in the process of licensing as Institución de Fondos de Pago Electrónico (IFPE).

In this role, you will act as the primary focal point for AML/CFT compliance, holding personal accountability for the IFPE's obligations and registering with the Unidad de Inteligencia Financiera (UIF) as the designated Oficial de Cumplimiento.

This is a senior control-function role requiring strong regulatory judgment, deep familiarity with the IFPE regulatory regime, and proven experience engaging with Mexican financial and law-enforcement authorities. The successful candidate will act as a key point of local accountability for AML/CFT matters, including suspicious activity reporting, regulatory interactions, inspection visits, audits, and ongoing supervisory engagement.

Regulatory & Governance Responsibilities
  • Serve as the designated Oficial de Cumplimiento (MLRO equivalent) for the IFPE, registered with the UIF and appointed by the Board, holding personal accountability for AML/CFT oversight.
  • Coordinate the IFPE's Comité de Comunicación y Control, the mandatory governance body responsible for approving AML/CFT policies, reviewing unusual and internal-concern operations, and endorsing reports to the authorities.
  • Serve as the primary point of contact for the CNBV and Banxico (joint supervisors of IFPEs), the UIF, as well as law-enforcement authorities and external auditors on AML/CFT matters.
  • Lead and coordinate responses to CNBV and Banxico inspection visits (visitas de inspección), supervisory reviews, the mandatory independent AML audit, internal audits, and assurance activities, ensuring timely and effective remediation of findings.
  • Provide regular and ad-hoc AML/CFT risk reporting to the Board, the Comité de Comunicación y Control, and Senior Management, including escalation of material issues.
AML/CFT Framework Implementation
  • Conduct and maintain the IFPE's enterprise-wide risk assessment (Evaluación de Riesgos), covering product, customer, transaction, channel, and geographic risk, with specific focus on electronic funds flows and platform-enabled activity.
  • Maintain and continuously update the IFPE's manual de cumplimiento (AML/CFT compliance manual) as required for authorization and ongoing operation, adapting global policies to Mexican law and the institution's operational reality.
  • Oversee the design, implementation, and ongoing effectiveness of the AML/CFT control framework across the customer lifecycle: risk-based customer due diligence (CDD/KYC/EDD) and digital onboarding/identity verification, beneficial ownership identification, transaction monitoring, sanctions screening (including the UIF's Lista de Personas Bloqueadas alongside OFAC and UN lists), and record-keeping.
  • Ensure timely and accurate filing of the required reports to the UIF in line with prescribed thresholds and formats.
  • Ensure AML/CFT controls are appropriately calibrated to the IFPE's products, electronic-funds transaction flows, account limits and tiering, and customer risk profiles.
  • Identify emerging risks (including typologies relevant to money transfers, synthetic-identity and account-takeover fraud, and platform-enabled financial activity) and drive enhancements to policies, systems, and governance.
Advisory & Stakeholder Engagement
  • Work with the global PIPO AML advisory team during the launch of new payment products and services to build "Compliance by Design," ensuring AML/CFT and CNBV/Banxico expectations are embedded from the outset.
  • Provide authoritative AML/CFT advice to Senior Management, product, operations, technology, and legal teams on IFPE regulatory requirements and financial-crime risk.
  • Build strong working relationships across the business to promote AML/CFT ownership, awareness, and timely issue escalation.
  • Maintain a strong understanding of Mexican AML/CFT legislative and regulatory developments — including Ley Fintech secondary provisions, Banxico circulars, and payments-specific requirements — and ensure timely implementation.
Qualifications
Minimum Qualification(s)
  • Extensive, senior-level AML/CFT compliance experience, with a strong preference for experience in regulated payments, e-money/IFPE, or fintech institution.
  • Proven experience serving as a designated Oficial de Cumplimiento or equivalent senior AML function within a CNBV-supervised institution, with direct accountability to Mexican regulators.
  • Demonstrated experience engaging with the CNBV, Banxico, the UIF, and/or law-enforcement authorities, including managing inspection visits, examinations, and audits.
  • Strong understanding of the electronic payments ecosystem, including electronic-funds products, transaction flows, and associated financial-crime risks.
  • Experience conducting enterprise-wide AML/CFT risk assessments and developing or enhancing AML/CFT manuals, policies, procedures, and control frameworks under Mexican law.
Preferred Qualification(s)
  • Direct experience within an authorized IFPE, bank, or prior experience within a Mexican regulatory authority.
  • Familiarity with the Ley Fintech authorization process, Banxico secondary provisions, and the mandatory independent AML audit and Comité de Comunicación y Control governance model.
  • Certification as an AML compliance officer and/or CNBV certificación en materia de PLD/FT is a strong advantage.
  • Strong leadership, decision-making, and stakeholder-management skills, with the ability to operate independently and exercise sound regulatory judgment in a complex environment.
