EssilorLuxottica México is seeking a USMCA Customs Compliance Manager to lead day-to-day USMCA compliance programs, focusing on RVC qualification, tariff shift, and documentation.

You will manage audits, sampling, and KPI tracking, ensuring Certificates of Origin are issued timely and that controls meet IMMEX requirements.

The role requires a bachelor’s in related field and 5–7+ years in customs compliance, with ERP experience (Oracle/SAP) and certifications.

Formación

  • Bachelor’s degree in international business, Supply Chain, Finance, Business Administration, Customs Compliance, or related field.
  • 5-7+ years of experience in a Customs Compliance, International Trade, USMCA, or Global Trade Management position.
  • Strong understanding of USMCA Rules of Origin, RVC methodologies, Tariff Shift requirements, and HTS classifications.
  • Experience performing origin qualification analysis and managing supporting documentation.
  • Experience supporting regulatory audit of USMCA programs.
  • Strong analytical and problem-solving skills.
  • Experience with ERP systems (Oracle and SAP) and trade compliance tools.
  • Experience with SAP, GTM platforms, and AI-enabled compliance systems.
  • Experience managing cross-functional projects and regional compliance initiatives.
  • Professional trade certifications are required.

Responsabilidades

  • Conduct detailed sampling audits to validate BOMs and RVC calculations, adjusting testing ratios and audit scope based on risk.
  • Lead end-to-end RVC qualification and reconciliation processes for IMMEX manufactured products under USMCA and FTAs.
  • Manage qualification methodologies including Net Cost and alternative origin rules.
  • Validate product eligibility based on tariff shift rules, origin criteria, de minimis, accumulation, and special provisions.
  • Oversee annual, quarterly, and ad-hoc origin qualification mock audits.
  • Ensure accurate and timely issuance/support of Certificates of Origin and origin statements.
  • Lead internal control framework and audit policies supporting USMCA compliance aligned with IMMEX requirements.
  • Support internal and external customs audits and compliance reviews, adjusting audit ratios as needed.
  • Maintain KPIs on internal controls and on-time performance per department.
  • Provide guidance on USMCA qualification requirements and customs compliance matters.

The USMCA Customs Compliance Manager will be responsible for leading and managing the day-to-day execution of USMCA compliance programs with primary responsibility for Regional Value Content (RVC) and Tariff Shift (T.F.) qualification processes. This role will ensure products qualify under USMCA Rules of Origin requirements while maintaining strong compliance controls, documentation, and audit readiness.

Key Responsibilities - USMCA Compliance Manager Role
  • Conduct detailed sampling audits to validate multi-level Bills of Materials (BOMs) and Regional Value Content (RVC) calculations, ensuring accuracy of qualification strategies across diverse product categories and business units. Managed day-to-day teams supporting USMCA compliance audits and qualification programs, strategically adjusting testing ratios and audit scope based on risk profiles to maximize preferential duty treatment.
  • Lead end-to-end Regional Value Content (RVC) qualification of the claim and RVC reconciliation process for IMMEX manufactured products under USMCA and other Free Trade Agreements (FTAs).
  • Manage qualification methodologies including Net Cost, and alternative origin qualification rules.
  • Validate product eligibility based on tariff shift rules, origin criteria, de minimis, accumulation, and applicable special provisions.
