Caterpillar Inc. in Tijuana, Mexico is seeking a Compliance Specialist to manage Mexican customs activities related to IMMEX operations, imports/exports, and inventory controls.

The role ensures adherence to Ley Aduanera, RGCE, and VAT certifications, coordinating with brokers and authorities to maintain compliant processes. The position focuses on documentation accuracy, audits, and timely closure of consolidated entries, with duties spanning inventory reconciliation and regulatory monitoring

Coordinate with customs brokers, freight forwarders, carriers and authorities to ensure compliant IMMEX operations.
Review and validate customs documentation for accuracy and regulatory compliance.
Support internal and external customs audits and maintain required records.
Monitor regulatory changes and communicate impacts to stakeholders.
Assist in inventory reconciliation, Annex 24 and Annex 30 compliance and reporting as applicable.

The position is also responsible for Mexican customs compliance activities related to IMMEX operations, import and export transactions, virtual transfers, Annex 24 inventory controls, customs documentation management, and the timely closure and reconciliation of consolidated customs entries (pedimentos consolidados).

Ensure compliance with Mexican Customs Law (Ley Aduanera), IMMEX Program requirements, and applicable Foreign Trade Regulations (RGCE).
Coordinate customs activities with customs brokers, freight forwarders, carriers, and government authorities.
Review customs documentation for accuracy and regulatory compliance.
Support internal and external customs audits.
Maintain customs records and supporting documentation according to legal retention requirements.
Monitor customs regulatory changes and communicate impacts to business stakeholders.
Support compliance with VAT Certification (IVA/IEPS Certification) requirements when applicable

Monitor temporary import balances and inventory reconciliation.
Support Annex 24 inventory control compliance and inventory traceability requirements.
Validate material consumption and inventory movements associated with IMMEX operations.
Assist in inventory audits and reconciliation activities involving customs-controlled materials.
Support Annex 30 compliance requirements and reporting activities when applicable.

Coordinate the preparation, validation, submission, and closure of consolidated import and export customs entries (Pedimentos Consolidados).
Reconcile shipping documents, commercial invoices, and customs declarations before customs closing periods.
Verify customs data integrity, classification, valuation, quantities, and supporting documentation.
Ensure timely monthly and weekly closure of consolidated customs entries according to regulatory requirements.
Investigate and resolve discrepancies between shipment records, customs declarations, and inventory systems.
Maintain customs audit files supporting consolidated customs declarations.
Coordinate corrections and amendments when discrepancies are identified.
Monitor customs broker performance regarding timely submission and closure of customs entries.
