Paycom in Ramos Arizpe, Mexico, seeks an experienced Import/Export Compliance & Cross-Border Logistics Specialist to lead US-Mexico movement of chemicals, raw materials, polymers, and finished goods, ensuring full regulatory compliance.

You will manage HTS classification, country of origin determinations, duty optimization, USMCA qualification, and day-to-day cross-border logistics for truck, rail, ocean, and air shipments.

Formación

• Bachelor’s degree in Supply Chain, Logistics, International Business, Chemical Engineering, or related field.
• 7–15 years of experience in international trade compliance, customs management, import/export operations, or cross-border logistics.
• Minimum 5 years of direct US–Mexico-LATAM trade and customs experience.
• Experience with PECE: centralized payment in foreign trade.

Responsabilidades

• Manage all US and Mexico import/export compliance activities for raw materials, chemicals, additives, polymers, packaging materials, and finished goods.
• Ensure compliance with all applicable US and Mexican customs regulations, trade laws, hazardous materials regulations, and environmental requirements.
• Oversee HTS classification, country of origin determinations, customs valuation, duty optimization, and free trade agreement qualification.
• Manage USMCA qualification and certification processes.
• Manage day-to-day cross-border logistics operations between the US and Mexico.
• Coordinate truck, rail, intermodal, ocean, and air shipments as required.
• Ensure compliance with hazardous materials transportation regulations including 49 CFR, IMDG, and IATA.
• Understand requirements for Safety Data Sheets (SDS), known locally as Hojas de Datos de Seguridad (HDS; must comply with NOM-018-STPS-2015, following a 16-section GHS format in Spanish); notion of interpretation.

Job Details: Job Location: Ramos Arizpe - Ramos Arizpe, CH 25903, We are seeking an experienced Import/Export Compliance & Cross-Border Logistics Specialist to lead and manage the movement of chemicals, raw materials, polymers, additives, and finished products between the United States and Mexico. This role is responsible for ensuring full compliance with US and Mexican customs regulations, hazardous materials transportation regulations, trade compliance requirements, and cross-border logistics operations while optimizing cost, service, reliability, and supply chain continuity.

What You'll Be Doing:

2. Mexico Customs & IMMEX Expertise
   • IMMEX / Maquiladora programs; Annex 24 and Annex 31 & Annex 22 (Pedimentos)
   • SAT customs systems & Mexican VAT treatment & Temporary imports & PROSEC programs
   • Mexican tariff classifications & Customs broker management in Mexico
   • NOM compliance requirements & Cross-border trucking requirements
   • Key agencies: Servicio de Administración Tributaria and Agencia Nacional de Aduanas de México
3. Hazardous Materials & Chemical Transportation
   • Hazardous materials shipping classifications
   • UN numbers & SDS requirements
   • Placarding & Packaging requirements
   • IMDG/IATA/49 CFR rules
   • Rail, truck and ocean hazmat requirements
   • Segregation rules
   • Lithium battery rules (if applicable)
   • Emergency response requirements

Understand:

bulk chemical transportation; tank truck operations; railcar logistics; ISO tanks; resin packaging; drayage; border crossing delays; detention/demurrage exposure.

What You Need to Succeed:

Required Qualifications

• Bachelor’s degree in Supply Chain, Logistics, International Business, Chemical Engineering, Business Administration, or related field.
• Minimum 7–15 years of experience in international trade compliance, customs management, import/export operations, or cross-border logistics.
• Minimum 5 years of direct US–Mexico-LATAM trade and customs experience.
• Experience within the chemical, plastics, polymers, additives, or industrial materials industries strongly preferred.
• Experience with PECE: centralized payment in foreign trade.

• Functional use, and understanding, of working with the QAD ERP system.
