The HSE Specialist is responsible for executing and monitoring the implementation of Bayer corporate requirements and applicable legal regulations related to Health, Safety and Environment (HSE) within plant production operations. This role supports the identification and mitigation of workplace hazards, ensures regulatory compliance, promotes a strong safety culture, and contributes to maintaining Bayer’s license to operate.


The position provides technical HSE expertise to site operations, including safety assessments, inspections, training, incident investigation, regulatory reporting, management system implementation, and continuous improvement initiatives. The role works closely with plant leadership, operational teams, regulatory authorities, industry associations, and regional and global HSE networks.


Key Responsibilities


  • Implement and monitor Bayer corporate HSE requirements, policies, procedures, and programs within plant production operations.

  • Conduct periodic inspections across site areas to verify compliance with Occupational Health, Safety, Hygiene, and Environmental legal requirements.

  • Identify hazardous conditions, unsafe equipment, unsafe work practices, and opportunities for improvement; provide practical coaching to operational teams.

  • Support the implementation and maintenance of the local HSE Management System, including safety assessments, performance reporting, and use of systems such as BAYSIS and Intelex.

  • Monitor and track compliance with local HSE regulations and establish plans and programs to achieve compliance objectives.

  • Prepare, update, and maintain legal requirements related to Safety, Hygiene, Occupational Health, and Environment in accordance with applicable regulations.

  • Manage documentation, reports, records, permits, licenses, authorizations, notifications, and regulatory filings required by relevant governmental authorities, including STPS, SEMARNAT, CONAGUA, PROFEPA, Civil Protection, and state and municipal entities.

  • Support the management of annual operating certificates, industrial operation cards, environmental reports, environmental indicators, permits, licenses, and self-management systems required by STPS and PROFEPA.

  • Coordinate the execution, renewal, and compliance of Industrial Hygiene measurements, assessments, and studies required by applicable standards and regulations.

  • Ensure HSE compliance training and inspections are completed across site operations.

  • Develop clear, high-quality training materials to facilitate understanding of HSE rules, procedures, standards, and policies for all individuals working directly or indirectly at the plant.

  • Deliver theoretical and practical training on HSE procedures and standards applicable to plant operations.

  • Lead internal audits, cross-checks, and scheduled inspections to ensure the effectiveness and continuous improvement of the Occupational Health and Safety Management System.

  • Monitor the timely registration of Safety Observations, Behavior-Based Safety activities, non-conformities, incidents, and accidents in established systems.

  • Generate and analyze HSE key performance indicators to identify trends, risks, and improvement opportunities.

  • Conduct and support root-cause investigations of incidents and accidents, ensuring corrective and preventive actions are implemented to avoid recurrence.

  • Use local and regional safety trend analyses to improve operational procedures, facility design, equipment use, and material handling practices.

  • Create, coordinate, and maintain HSE operational processes required for external certifications, including ISO 14001, ISO 45001, Responsible Care, and related standards.

  • Supervise the administration, availability, and proper use of Personal Protective Equipment for plant operations personnel.

  • Develop and implement continuous improvement and cost-saving projects in Safety, Hygiene, and Environment.

  • Actively contribute to the deployment and execution of the LATAM Row Crops HSE implementation strategy.

  • Promote a proactive safety culture focused on prevention, accountability, compliance, and continuous improvement.

Required Qualifications


  • University degree in Health, Safety and Environment, Engineering, Environmental Science, Occupational Health, Industrial Safety, or a related field.

  • Minimum of 1 year of professional experience in HSE, manufacturing, industrial operations, or a related area.

  • Knowledge of Occupational Health, Safety, Hygiene, and Environmental regulations applicable to industrial operations.

  • Knowledge of HSE management systems and external certification standards, including ISO 14001 and ISO 45001.

  • Strong communication, influencing, and stakeholder-management skills.

  • Ability to collaborate effectively and facilitate open dialogue with a broad range of contributors and stakeholders.

  • Strong analytical, problem-solving, and continuous improvement capabilities.

  • Ability to work in a dynamic operational environment and manage multiple compliance priorities.

  • Operational Environment: Plant production site with complex Safety and Environmental regulatory requirements.

  • Workforce Supported: Approximately 300 seasonal workers during two main seasonal peaks, plus approximately 100 office employees and full-time employees.

  • Additional Operational Scope: Approximately 20 vehicles.

  • Financial Scope: Contribution to risk and reputation management and the protection of Bayer’s license to operate.
