Purpose of the Position

The Head of Value & Access is responsible for leading the design, internal approval, and execution of the comprehensive Value, Access, and Pricing strategy for BMS Mexico’s portfolio, with particular emphasis on ensuring the successful and timely access of upcoming launches across both public and private channels.

This position acts as the primary strategic partner to the Director of Access, translating business vision and portfolio priorities into executable access plans, and is responsible for the management, development, and performance of a multidisciplinary team composed of the Value & Access Partner and the company’s Pricing Manager, ensuring full integration between evidence generation (HEOR), pricing strategy, and institutional access strategy.

The role combines technical depth in HEOR, pricing, and health technology assessment (HTA) with a significant component of people leadership, senior stakeholder management, and accountability for business outcomes, being the person responsible for anticipating regulatory and market risks that could impact product availability for Mexican patients.

Critical Responsibilities

Strategic Leadership and Launches

  • Lead the development of the access, value, and pricing strategy for launches of BMS Mexico’s pipeline over the coming years, anticipating regulatory, market, and payer scenarios, and ensuring the pipeline in development has a robust access plan from early stages of the product lifecycle.
  • Design and present to the Director of Access and local/regional leadership committees the comprehensive launch plan (evidence readiness, value dossier, pricing strategy, reimbursement pathway, and regulatory milestones), ensuring alignment with the company’s global strategy.
  • Anticipate access and pricing risks arising from regulatory or competitive changes, proposing mitigation plans and alternative scenarios with sufficient lead time.
  • Serve as the focal point for Franchise/Marketing, Regulatory, Medical Affairs, and Finance for the integration of access strategy within launch and lifecycle plans for the portfolio.

Team Leadership and Talent Management

  • Lead, develop, and evaluate the performance of the Value & Access Partner and the company’s Pricing Manager, setting clear objectives, individual development plans, and standards of technical and ethical excellence.
  • Build technical and leadership capabilities within the team through coaching, mentoring, and training programs in HEOR, Access, and Pricing, ensuring succession and continuity of key talent.
  • Foster a culture of collaboration, integrity, and evidence-based decision-making within the team and with the areas it interacts with.

Pricing and Evidence Strategy (HEOR & Pricing)

  • Oversee and validate the formulation of pricing proposals for BMS Mexico’s entire portfolio throughout its lifecycle, ensuring consistency between the pricing of new launches and the already-marketed portfolio.
  • Ensure the design, development, and oversight of HEOR studies (systematic reviews, cost-effectiveness models, budget impact models) required for submissions to the Consejo de Salubridad General and other federal institutions (IMSS, ISSSTE, IMSS Bienestar, PEMEX, SEDENA, SEMAR).
  • Connect pricing strategy with HEOR evidence to maximize public and private reimbursement opportunities in an increasingly competitive environment.

Institutional Relations and External Representation

  • Represent the Value & Access area before internal audiences (commercial teams, country leadership, regional leadership) and external audiences (health authorities, KOLs, professional associations, institutional decision-makers), building BMS’s credibility and reputation as a strategic partner of the healthcare system.
  • Develop and sustain senior-level relationships with key stakeholders in the Mexican healthcare system to facilitate strategic dialogue and anticipate changes in the regulatory and reimbursement environment.
  • Maintain the link with Worldwide Health Economics, Pricing, and Access teams, ensuring local strategies remain aligned with BMS’s global policies and standards.

Governance, Compliance, and Operational Excellence

  • Ensure all HEOR, pricing, and access activities are conducted in strict adherence to BMS’s compliance, ethics, and transparency policies, as well as applicable Mexican regulations.
  • Establish internal governance processes for the review and approval of value dossiers, economic models, and pricing proposals prior to their presentation to authorities or customers.
  • Proactively track and communicate to the Director of Access any regulatory, market, or competitive changes that may impact the portfolio’s access strategy.

Profile and Requirements

  • Experience: Minimum 8–10 years of experience in HEOR, Pricing, and/or Market Access within the pharmaceutical industry.
  • Education: Advanced degree (Master’s or higher) in health sciences, health economics, pharmacy, epidemiology, or a related field.
  • Technical Knowledge: Strong command of systematic literature reviews, meta-analyses, predictive modeling, cost-effectiveness analyses, budget impact models, and reimbursement processes before the CSG and federal health institutions in Mexico.
  • Senior Stakeholder Management: Proven ability to engage and build trust with senior-level stakeholders (health authorities, KOLs, institutional leadership, commercial and regional leadership).
  • Strategic Vision: Ability to translate regulatory, competitive, and market trends into concrete action plans, with particular focus on launch planning.
  • Integrity: High sense of responsibility, ethics, and transparency, with a solid understanding of and commitment to pharmaceutical industry compliance policies.
  • Skills: Excellent analytical, executive communication, and influencing skills; business-level English (oral and written); advanced proficiency in Excel and/or statistical packages (R, SAS)
