Strategic Bid Manager: Technical Proposal Lead

Job summary

We are seeking a Bid Manager to lead the technical side of the pursuit lifecycle from opportunity screening through RFP response, clarification, award, and handover to delivery teams.

The successful candidate will ensure submissions are technically strong, well-structured, high-quality, and tailored to client requirements. Middle East experience is highly desirable and collaboration with Marketing and Design is essential.

Qualifications

• Bachelor's degree in Civil Engineering, Architecture, Engineering, Construction Management, or a related discipline.
• Minimum 7 years of relevant experience in bid management, proposal management, tender management, or business development within Architecture, Engineering, Construction, or Engineering Consultancy sectors.
• Middle East experience is highly desirable, with familiarity with regional clients, consultants, contractors, and tendering practices.

Responsibilities

• Assess incoming RFPs for scope, technical risks, workload, and provide go/no-go recommendations.
• Provide technical feasibility and delivery-approach input to support pricing and commercial decisions.
• Own the proposal structure and coordinate the technical proposal preparation to meet client requirements and business objectives.
• Coordinate diagrams, graphics, and visual proposal elements with Marketing and Graphic Design.
• Establish and maintain proposal documentation standards and templates; monitor production and perform quality assurance before submission.
• Coordinate with technical departments to obtain accurate man-month and resource estimates; identify scope gaps before submission.
• Prepare responsibility matrices between associates and Joint Venture partners.
• Lead post-submission clarification meetings and coordinate responses to client queries; handover to Operations ensuring understanding of scope and context.
• Support business development with client research, project pipelines, and management reports.
