Job summary

KBR is seeking an experienced HSE Supervisor for a 5-year PMC contract in Kuwait to identify and control HSE issues on construction sites and coordinate implementation of KOC PMC Safety policies and HSE Management Plans. The role requires extensive post-graduation experience in HSE within Oil & Gas and proven leadership in safety programs.

The ideal candidate holds a Diploma in Engineering or a BSc, with IOSH/NEBOSH certification, and at least 10 years post-graduation experience including 5

Qualifications

• Diploma in Engg. OR BSc Degree.
• Candidate with IOSH or NEBOSH Certification from a recognized institute and minimum 15 years experience, including seven years as HSE personnel.
• Minimum 10 years total post-graduation experience.
• Minimum 5 years Oil & Gas post-graduation experience.
• Minimum 5 years’ experience in a HSE Supervisor role.
• Certified HSE courses in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, IOSH, ASSE Certificate or equivalent.

Responsibilities

• Identification and control of HSE issues on construction sites.
• Monitor EPC contractor HSE Management System and advise EPC HSE managers to ensure compliant practices.
• Provide guidance on HSE issues by interpreting KOC policies and statutory requirements.
• Monitor Kuwait legislative requirements and disseminate updates to PMC and EPC managers and employees.
• Develop relationships with KOC, regulatory bodies and EPC contractors to maintain professional image of KBR.
• Visit project sites regularly to maintain awareness of HSE and conduct safety talks and training sessions.
• Proactively visit sites with EPC contractors to implement safety measures and promote safe work practices.
• Ensure safety observation programs are implemented and followed up on.
• Assist EPC contractor teams in identifying hazards and planning safe work environments.
• Assist EPC sub-contractor Safety advisors and site management in developing site safety programs.
• Disseminate safety information via bulletin boards, posters, newsletters, etc.
• Assist with accident investigations and reporting.
• Monitor availability and use of safety apparel and equipment.

HSE Supervisor**Job Title*****HSE Supervisor (oil and gas experience)*****Division /Project**KBR’s Sustainable Technology Solutions (STS) group is looking for a HSE Supervisor for 5-year PMC contract for the supply of Programme Management services with Kuwait Oil Company. The contract serves to support KOC to achieve its objectives of reaching optimum capacity in its oilfields and enhancing its facilities by the most efficient and economical means available.The contract aims to provide project management, co-ordination, planning, design, engineering, construction management, contracting, procurement, project controls and other services for construction of new oil field facilities, up-grading of existing facilities, and transfer of technology.**Primary Objectives*** Identification and control of HSE issues on construction sites* To coordinate implementation of the KOC PMC Safety policies, HSE Management System and Project specific HSE Management Plans as they apply to the project.* Ensure that the site complies with the relevant HSE Legislation and KOC HSE requirements.**Qualifications including Required Education, Experience, & Skills*** Diploma in Engg. OR B. Sc. Degree* Candidate who Successfully passed High School with an IOSH or NEBOSH Certification from a recognized and reputed Institute, with minimum 15 Years experience, including seven (7) years’ experience as HSE personnel in the relevant field can also be considered for the position.* Minimum 10 years total post-graduation experience.* Minimum 5 years Oil & Gas post-graduation experience* Minimum 5 years’ experience in a HSE Supervisor role.* Must have successfully completed one or more certified HSE course(s) in any category of training in General Industrial Safety, Construction Safety, Environmental Management, Industrial Hygiene, ISO 14001 / OHSAS 18001 Lead Auditor, NEBOSH, IOSH, ASSE Certificate in Global Safety Management or equivalent courses.* Practical experience in identification and control of HSE issues on construction sites within Oil & Gas or similar industries. Experience in HSE reporting procedures and familiar with the safety hazards with common construction activities.**Responsibilities*** Identification and control of HSE issues on construction sites* Monitor the EPC contractor HSE Management System and provide advice and assistance to EPC HSE managers so they comply in a consistent way to reduce the risk to the project employees and the environment.* Provide advice and guidance to the EPC contractor management team on HSE issues through the interpretation of KOC policies and statutory requirements.* Monitor compliance with all Kuwait legislative requirements including the dissemination of information to PMC and EPC managers and employees regarding amendments/ additions to requirements as they come into effect.* Develop and maintain professional relationships with KOC, regulatory bodies and EPC contractors to foster the professional image of KBR.* Visit the project site on a regular basis to ensure interest and awareness of HSE is maintained, conduct regular safety talks and safety training sessions relative to the nature of activities being undertaken* Other key activities shall include but not be limited to the following:* Pro-actively visit site and with the EPC contractor implement safety measures-promote/ensure safe work practices* Ensure quality safety observation program is implemented and maintained on each site/project and ensure follow up on findings* Assist EPC contractor construction management personnel in identifying hazards and in planning and organizing the work such that a safe working environment is maintained.* Assist EPC sub-contractor Safety advisors and site management in the development and revision of specific site safety programmes.* Disseminate safety information throughout the workplace via bulletin boards, posters, newsletters etc.* Assist EPC contractor line management and our construction supervisors in accident investigation process and report accordingly.* Monitor the availability and use of safety apparel and equipment.
