Job summary

KUZU GROUP is hiring an HSE Engineer to lead the Health, Safety, and Environmental program across mobilization, site establishment, execution, and commissioning phases in Kuwait. You will drive policy, risk controls, and incident investigations with direct reporting lines to the Project Manager and supervision of site safety staff.

Qualifications

• Minimum 10 years of dedicated HSE construction experience on heavy civil/industrial EPC projects.
• Fluent English written and spoken; Arabic is a plus for inductions and liaison with Kuwaiti authorities.
• Experience with JHA, risk assessments, and PTW systems for hot work, lifting, and deep excavation.

Responsibilities

• Formulate site HSE Plan, Emergency Response Plan, and Waste Management Plan.
• Conduct JHA, risk assessments, and implement PTW systems for hazardous activities.
• Supervise Site/Safety Controllers and lead toolbox talks & inductions.
• Investigate incidents and maintain environmental controls (dust, chemicals, noise).
• Ensure compliance with Kuwait EPA standards and MPW safety regulations.

Job description

Position Title: Health, Safety, and Environmental (HSE) Engineer

Project Phase: Mobilisation, Site Establishment, Execution, and Commissioning

Reports To / Direct Reports: Reports functionally to Project Manager; operational interface with Site / Security and Safety Controllers. Direct reports include Site Safety Officers, First Aiders, and Traffic Controllers.

POSITION PURPOSE

Implement the Health, Safety, and Environmental Plan (HSEP), ensuring zero lost-time incidents (LTI) and strict compliance with Kuwait EPA environmental standards and MPW/Kuwait safety regulations.

KEY RESPONSIBILITIES

• Formulate the site-specific Health, Safety & Environmental Management Plan, Emergency Response Plan, and Waste Management Plan.
• Conduct Job Hazard Analyses (JHA), risk assessments, and establish Permit to Work (PTW) systems for hot work, lifting, deep trenching, and confined space entry.
• Supervise the certified Site / Security and Safety Controllers in daily field hazard enforcement.
• Lead daily toolbox talks, mandatory safety inductions for all workers, and incident investigation reporting.
• Maintain environmental controls regarding dust suppression, hazardous chemical storage, noise levels, and dewatering discharge permits.

AUTHORITY & DECISION-MAKING

• Authorized to instruct / Stop Work: Absolute authority to suspend immediately any site activity or operation that poses an imminent hazard to life, health, or environmental integrity.
• Responsible for: Mandatory compliance with Council of Ministers Decision No. 399 of 2012 regarding safety supervisors.

QUALIFICATIONS & EXPERIENCE

Minimum Qualifications: B.Sc. in Engineering (Environmental, Civil, Mechanical, or Chemical); accredited safety diploma.

Required Certifications: NEBOSH IGC / Diploma, OSHA 30-Hour Construction, IOSH Managing Safely.

Required Experience: Minimum 10 years of dedicated HSE construction experience on heavy civil/industrial EPC projects (minimum 5 years in the Middle East / Kuwait).

Technical Competencies: Confined space safety protocols, deep excavation shoring safety, lifting plan review, emergency response coordination.

Language Requirements: Fluent written and spoken English is required for HSE documentation, investigation reports, and correspondence with MPW and the Consultant. Arabic is a distinct asset for workforce inductions, toolbox talks, and liaison with the Kuwaiti authorities.

INTERFACES, DELIVERABLES & PERFORMANCE

Key Interfaces: MPW Safety Directorate, Consultant Safety Resident Engineer, Kuwait Fire Force, Kuwait EPA, Subcontractor Safety Officers.

Key Deliverables: Approved HSE Manual, monthly HSE statistics reports, incident investigation reports, site safety audit logs.

KPIs: Lost Time Injury Frequency Rate (LTIFR) of zero; 100% workforce induction completion; closure of site safety observations within 24 hours.
