Position Overview

The incumbent serves as the 839th Battalion Senior Local National Transportation Expert, supporting EUCOM and AFRICOM operations and exercises across all seaports within the area of responsibility. Responsibilities include managing multi-modal cargo movements, interfacing with civil authorities, port authorities, customs, law enforcement, and commercial transportation agencies. The role involves providing technical assistance in port operations, developing port assessments, coordinating with contractors and military units, and ensuring efficient cargo handling and transportation logistics.

Key Responsibilities

• Organizing and supervising cargo operations at ports, providing operational advice, and attending coordination meetings.
• Reviewing vessel load / discharge plans, cargo manifests, and coordinating with agents and contractors.
• Assessing and ensuring port facilities and contractor capabilities meet operational needs.
• Providing technical guidance on transportation, logistics, and terminal operations.
• Facilitating cargo movement planning across multiple detachments and ensuring compliance with procedures.
• Supporting automation and transportation system development and reporting system issues.
• Traveling TDY for training, meetings, or mission support, with on-call availability outside duty hours.
• Maintaining a valid Italian driver’s license and obtaining necessary certifications such as a Contracting Officer's Representative (COR) appointment.

Minimum Qualifications

Applicants must have at least 1 year of specialized experience at or above the UA-05 grade level, demonstrating knowledge and skills related to port operations, transportation logistics, or similar fields.

Education may substitute experience per OPM standards; relevant educational documents should be submitted with the application.

Required documentation includes a copy of a valid Italian driver’s license and, if applicable, transcripts or diplomas for education substitution.

Additional Requirements

• Excellent command of English, both oral and written.
• Must possess and maintain a military driver’s license for government vehicle operation.
• Must obtain and maintain a Contracting Officer's Representative (COR) appointment.
