European Investment Bank (EIB) in Luxembourg invites applications for a Procurement Officer. This full-time temporary role sits in CFPC/PM1 and involves coordinating corporate procurement across the EIB under regulatory constraints.

You will design procurement strategies, manage tender processes and ensure legal compliance, with some travel possible. The role requires strong stakeholder management and a track record in IT-related procurement and negotiations.

Competenze

• University degree (minimum an equivalent to a Bachelor) preferably in Law, Business Administration, Economics, Engineering or related field.
• At least 5 years of relevant professional experience in public procurement, sourcing or contract management.
• Strong knowledge of EU public procurement rules, principles and practices.
• Experience in managing tender procedures and contract negotiations.

• Lead and coordinate end-to-end procurement processes with full regulatory compliance.
• Translate business requirements into procurement strategies and contractual solutions to optimise value.
• Prepare and oversee tender documents, evaluation, and award proposals with auditability and transparency.
• Contribute to governance controls and verification of signature authorities.
• Provide expert advice on procurement strategies, contracts and regulatory frameworks.
• Support procurement reporting and data quality in procurement systems.
