Who we are supporting

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and partners. Established in 2012 and headquartered in Brussels, Belgium.

The NCIA provides a wide range of services including:

  • Cyber Security: Providing advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: Developing and maintaining systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: Providing satellite communication services for secure and reliable communications between NATO forces.
  • Electronic Warfare: Supporting NATO's mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: Managing NATO's IT infrastructure, including databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and IT capabilities.

The program

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It maintains and defends the NATO enterprise-wide IT infrastructure to enable allies to consult together under Article IV and stand together under Article V.

To provide these services, the NCI Agency needs a high-performance, engaged workforce, including NATO International Civilians (NICs), Military (Mil), and Interim Workforce Consultants (IWCs). IWCs are a critical part, comprising approximately 15% of the workforce.

Role Background

The NCIA supports NATO's end-user services through the NATO Infrastructure Services Centre (NISC), which manages lifecycle activities including design, deployment, and operations. The NISC Business Area Lead oversees these activities, ensuring continuous support, monitoring, and improvements to deployable CIS services. The role focuses on maintaining high-quality operations and supporting NATO's evolving operational needs.

Role Duties and Responsibilities

  • Supporting the delivery of 3rd level technical support for IT and Data Management Services in DCIS, ensuring service availability.
  • Performing fault diagnosis using the IT and Data Management Services Management System.
  • Supervising and carrying out routine maintenance of IT and Data Management Services infrastructure and equipment.
  • Completing system documentation updates.
  • Performing backups and restores of IT and Data Management Services devices.
  • Conducting remote fault diagnosis as required.
  • Collaborating with internal and external stakeholders to coordinate efforts and support software activities.
  • Executing Incident, Change, and Release Management processes following NCIA procedures.

Essential Skills, Experience, and Certifications

  • Minimum 8 years of progressive experience in complex network engineering roles.
  • Design, implementation, and support of scalable enterprise network infrastructures (BGP, MPLS, IPv6, OSPF, IS-IS).
  • Active CCNP certification required.
  • Active CCIE (R&S Enterprise Infrastructure or Service Provider) desirable.
  • Deep knowledge of BGP, route reflectors, confederations, communities, path manipulation, and filtering.
  • Proficiency in QoS design, shaping, policing, and classification techniques.
  • Experience with IPv6 implementation and troubleshooting, dual-stack environments.
  • Knowledge of policy-based routing, route aggregation, MPLS, traffic engineering.
  • In-depth understanding of multicast protocols and troubleshooting.
  • Proficiency with datacenter and switching technologies (e.g., Cisco Nexus, VXLAN).
  • Strong troubleshooting skills with Wireshark, NetFlow, SNMP.
  • Hands-on experience with SD-WAN, network programmability, and automation (Python, Ansible, Terraform).
  • Knowledge of network security practices and ITIL framework.
  • Experience supporting VoIP solutions, cloud networking, Segment Routing, SDN technologies.
  • Excellent communication skills in English, both oral and written.
  • Ability to work independently and as part of a team, with problem-solving skills.
  • Knowledge of NATO's responsibilities and organization.
