The United Nations High Commissioner for Refugees is seeking a Senior Integration Assistant in Milan to support the integration of refugees. The role involves coordinating with various stakeholders, developing policies, and contributing to strategies for refugee inclusion. Knowledge of the Italian context and fluency in both Italian and English are required for success in this position.

Organizational Setting and Work Relationships

The Senior Integration Assistant is supervised by a more senior integration staff member who provides guidance and a general outline of assignments to be performed independently. S / he works closely with integration protection solutions development partnership and other staff in HQ multi-country or country offices depending on the office setup.

In close cooperation with the supervisor the main functions of the incumbent are to provide advice to the authorities civil society and other stakeholders and facilitate the development of required policy strategy and program interventions that support the integration of refugees in the country in line with relevant policies and guidance.

The Senior Integration Assistant facilitates the establishment of mechanisms to monitor the implementation of integration-related activities and the coordination and cooperation among key stakeholders at local regional and national levels to address gaps in policy and service provision.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UNStaff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties

  • Assist in coordinating with government authorities NGOs refugee community groups local municipalities volunteer organizations and other relevant stakeholders to support the development and implementation of strategies services and targeted actions that facilitate the integration of refugees including resettled refugees. Facilitate communication among these actors by providing information and supporting the establishment and enhancement of integration services.
  • Contribute to the development and implementation of UNHCRs integration strategy at the country regional or global level focusing on promoting government ownership and the inclusion of refugees into national systems.
  • Support the identification of key gaps and issues in integration areas that require attention and intervention. Contribute to the development of services or referral mechanisms to help refugees.
  • Support conducting overall context gap law and policy framework and needs analysis to inform integration strategies.
  • Assist in stakeholders capacity-building activities including organizing training sessions and providing support.
  • Support establishing and operating integration networks at local regional or national levels and facilitate cooperation among focal points for integration among key providers.
  • Contribute to ensuring a consistent approach in integrating resettled refugees and persons recognized as refugees.
  • Follow up on necessary administrative tasks and logistical arrangements ensuring adherence to protection standards.
  • Assist in preparing reports on activities and in following up on the legal social economic cultural and protection aspects of refugee integration.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making is risk-based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile

UNHCR MCO Italy is looking for a candidate with sound knowledge of the Italian operational context as well as of issues pertaining to international protection refugee integration. Institutional relations capacity and expertise on project management would be an asset. Previous UNHCR experience is an asset. Fluency in both Italian and English is essential.

The UNHCR Multi-Country Office (MCO) based in Italy oversees operations in Italy San Marino the Vatican City Malta and Cypruscountries situated at the nexus of Europe North Africa and the Middle East and characterized by varied asylum landscapes distinct legal frameworks and differing capacities for refugee protection.

This sub-region plays a pivotal role in migration and refugee movements into Europe particularly through the Central and Eastern Mediterranean routes. Irregular arrivals by sea and land secondary movements and complex protection needs place continued pressure on national asylum and reception systems. While numbers fluctuate the centrality of these countries to European migration dynamics remains consistent.

Italy and Malta in particular remain among the primary entry points to the EU for persons seeking international protection. Their geographic proximity to North Africa renders Italy a key actor in search and rescue (SAR) efforts and for Italy in receiving persons rescued at sea. Cyprus facing a growing number of asylum claims relative to its population and capacity has become a significant point of concern due to overcrowded reception facilities and the need for strengthened asylum procedures.

San Marino and the Vatican City though not primary asylum destinations are engaged partners in refugee protection through political advocacy moral leadership and resettlement or complementary pathways especially under community sponsorship and humanitarian corridors supported by faith-based organizations.

I n Italy i ntegration prospects for refugees remain one of the major gaps. The legal framework gives refugees the same socio-economic rights as Italians and same access rights to education and the labour market; however administrative practices hinder the exercise of rights particularly for obtaining documents and accessing social assistance schemes.

In 2025 UNHCR published the report Integration between challenges and opportunities. A study on socio-economic conditions of refugees which based on the analysis of 1200 interviews to refugees reveals that their socio-economic condition is characterized by high levels of poverty material deprivation and social exclusion. The combination of precarious employment inadequate housing and limited access to welfare creates a situation of chronic instability for BITPs making it difficult for them to escape poverty.

In order to build an effective and inclusive integration system and expanding solutions UNHCR is promoting a whole-of-society approach investing different sector of society such as private companies (Welcome Programme) municipalities (Integration Chart er and Spazio Comune programme) and Universities (Manifesto on an I nclusive U niversit y ).

Northern Italy offers good integration opportunities for refugees and UNHCR can play a pivotal role in strengthening multistakeholder partnerships for integration involving municipalities academia civil society private sector and other local actors.

In this context the UNHCR Senior Integration Assistant based in Milan will directly report to the Integration Associate based in Turin . The Senior Integration Assistant will perform the duties listed in the standard job description and s / he will play a key role in the expansion of the integration activities for refugees in Lombard y and north-eastern Italy . In particular t he incumbent will support the UNHCR integration team in implementing the following programs : Spazio Comune Welcome and M anifesto on an Inclusive University . S / he will support advocacy activities related refugees access to relevant documentation and other activities as planned through the multi-annual planning process.

Living and Working Conditions :

Italy has a strong UN presence (more than 10 Agencies Programmes and Funds totaling more than 6000 staff) and is offering high standard of living conditions and relatively high cost of living.

There is no RC System hence no formal inter-agency coordination system other than the DO for Security related matters. FAO leads the UN team and collaborates closely with Rome based WFP and IFAD HQ.

The Italian authorities will issue a visa and residence permit to UNHCR international staff members. Before arriving at a new duty station finding an accommodation will be a priority. There are some limited facilities to access Duty Free privileges. Buying a new vehicle is a lengthy process while buying second hand is even more complex. The public transport system is relatively reliable and most colleagues have elected to reside in the office neighborhood.

A valid driving license issued by a European Union / European Economic Area (EU / EEA) member state is automatically accepted in all other member states. People with EU / EEA-issued drivers license who take up residence in Italy are not required to exchange it for an Italian license.

Holders of a standard driving license issued from a non-EU / EEA country may drive in Italy using the foreign license for up to one year after obtaining residency.

Medical care is up to international standards.

UN International expatriates are covered by the medical insurance provided from their workplace. No additional medical coverage is required. A list of English-speaking doctors can be provided upon request by the FAO Medical Services.

There are several international schools in Rome. The academic year for schools in Italy is from September to June. Generally schools have long waiting lists and it is advisable to register your child at school as soon as possible. You should also find out about the specific admission requirements at the school. Transfer certificates from previous schools and academic records are usually required. Contracts are made between the school and private individuals regarding payments of school fees.

This means any deposits and commitments to pay fees are your responsibility and not the UNs.
