This role involves advanced GIS analysis, technical support, and the management of the Tribe’s UAS program, requiring a bachelor’s degree in GIS or a related field and strong technical skills. Competenze

Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include:

  1. GIS system and database design, creation, and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

The workload varies from moderate to heavy and covers Tribal-wide projects, potentially including work for other tribal, state, or federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. This position reports directly to the Tribe's IT / GIS Manager and involves work in office, outdoor, and vehicle settings, sometimes under challenging weather conditions. Fieldwork may include using GPS and UAS equipment in remote areas, with occasional lifting of up to 70 lbs.

Duties and Responsibilities

  • Coordinate technical GIS projects, plan and organize work, report progress, and implement changes
  • Design, create, and maintain the Tribe’s Enterprise GIS System and data
  • Assist in data backup and security, especially against malware
  • Manage enterprise GIS databases, including SQL Server, Esri file geodatabases, shapefiles, and Access databases
  • Assess needs and procure new data
  • Perform advanced raster and vector GIS analysis
  • Create cartographic maps, reports, and GIS products
  • Develop project-specific GIS applications or processes through programming or customization
  • Implement quality control measures
  • Provide technical support to GIS staff and other departments
  • Develop and conduct GIS training sessions and present at workshops and conferences
  • Evaluate new GIS technologies
  • Manage the Tribe’s UAS Program, including hardware, software, flight planning, and imagery processing

Other duties include assisting with GIS product recommendations, budget preparation, staff evaluation, attending professional events, grant management, supervision of GIS staff, and other tasks as assigned.

Qualifications

  • Support the Coeur d’Alene Tribe’s vision, mission, and core values
  • Comply with health policies, including annual flu shots
  • Bachelor’s degree in GIS or related field plus at least four years’ experience, or a total of six years’ relevant experience and education
  • Strong skills in Windows OS, Microsoft SQL Server, Esri geodatabases, ArcGIS software, programming languages (.NET, SQL, Python, HTML, JavaScript), and peripheral devices
  • Experience with UAVs (fixed-wing and rotary), flight planning, imagery processing, and FAA Part 107 certification
  • Knowledge of GIS principles, GPS data collection, metadata standards, CAD, graphic editing software, and habitat conservation
  • Strong research, presentation, problem-solving, and multitasking skills
  • Ability to work independently and in teams, with flexibility for extended hours and travel
