Summary
Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include tasks within seven areas of responsibility:
- GIS system and database design, creation, and maintenance
- Project coordination
- Client services
- Geo-spatial product production
- Unmanned Aerial Systems (UAS) operations
Workload ranges from moderate to heavy, serving Tribal-wide needs and possibly other tribal, state, and federal agencies, as well as the public. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager. Work may be conducted in an office, outdoors in various weather conditions, or in vehicles, including remote and roadless areas. Field duties may involve GPS and UAS equipment, with occasional lifting of equipment up to 70 lbs.
Responsibilities
- Coordinate technical GIS projects to meet goals using available resources.
- Design, create, and maintain the Tribe’s Enterprise GIS System, including data and software.
- Assist in data backup and security, including protection from malware.
- Manage enterprise GIS databases, including SQL Server, Esri geodatabases, shapefiles, and Access databases.
- Assess and procure new data as needed.
- Perform advanced raster and vector GIS analysis.
- Create high-quality maps, reports, and GIS products.
- Develop project-specific GIS applications and customize existing ones.
- Implement quality control measures for projects and products.
- Provide technical support to GIS staff and other departments.
- Develop and conduct GIS training sessions and present at conferences.
- Evaluate new GIS technologies and products.
- Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing.
- Assist with GIS product recommendations and budget planning.
- Participate in staff recruitment and evaluation.
- Attend professional development opportunities.
- Manage grants related to GIS projects.
- Supervise GIS staff in the absence of the GIS Manager.
- Perform other duties as assigned.
Qualifications
- Support the Coeur d’Alene Tribe’s vision, mission, and values per CdA Resolution 015(2020).
- Comply with health policies, including annual flu vaccination.
- Bachelor’s degree in GIS or related field, plus at least four years’ GIS and enterprise database management experience. A total of at least six years’ relevant experience if combining education and work experience.
- Proficiency with Windows Server 2012 R2 – 2019, Windows 7/10.
- Knowledge of Microsoft SQL Server (2008-2019), Esri Geodatabases, ArcGIS Desktop and Enterprise, and mobile GIS applications.
- Experience with raster compression, data storage, and GIS peripherals.
- Proficiency in Microsoft Office suite.
- Strong understanding of GIS principles, spatial analysis, remote sensing, and cartography.
- Knowledge of GPS data collection, metadata standards, CAD, and graphic editing software.
- Experience with UAVs, including flight planning, data collection, and processing software like Drone2Map.
- Ability to obtain FAA Part 107 Remote Pilot License.
- Understanding of habitat conservation, land management, and municipal GIS applications.
- Strong research, presentation, and problem-solving skills.
- Ability to work independently and in teams, with flexibility for extended hours and travel.
