Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include:

  1. GIS system and database design, creation, and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

The workload ranges from moderate to heavy, with scope Tribal-wide, including work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, state agencies, or military organizations. This position reports directly to the Tribe's IT / GIS Manager. Work is conducted in an office, outdoors in various weather conditions, and in vehicles, including in remote areas. Field work may involve GPS and UAS equipment, with occasional lifting of equipment up to 70 lbs.

Duties and Responsibilities

  • Coordinate technical GIS projects, plan and organize work, report progress, and recommend changes
  • Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software
  • Assist in data backup and security measures
  • Manage enterprise GIS databases, including SQL Server, Esri geodatabases, shapefiles, and Access databases
  • Define, assess, and procure new data
  • Perform advanced raster and vector GIS analysis
  • Produce high-quality maps, reports, imagery, and GIS products
  • Develop project-specific GIS applications or processes with programming or customization
  • Implement quality control measures for projects and products
  • Provide technical assistance to GIS staff and users
  • Develop and conduct GIS training and present at workshops and conferences
  • Evaluate new GIS technologies
  • Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing

Additional UAS duties include:

  • Managing UAV operations and safety
  • Planning aerial imagery schedules
  • Creating flight missions
  • Conducting UAV flights within regulations
  • Processing imagery into raster layers
  • Managing the UAS imagery library

Other responsibilities include assisting with GIS product recommendations, staff hiring, professional development, grant management, supervision, and other duties as assigned.

Qualifications

  • Support the Coeur d’Alene Tribe’s vision, mission, and values
  • Comply with tribal health policies, including annual flu shot
  • Bachelor’s degree in GIS or related field plus at least four years’ GIS and database management experience, or a total of six years’ relevant experience and education
  • Proficiency with Microsoft Windows Server and Windows OS
  • Knowledge of Microsoft SQL Server, Esri Geodatabases, ArcGIS Desktop and Enterprise, mobile GIS applications, and related software
  • Experience with GIS analysis, cartography, GPS data collection, and metadata standards
  • Proficiency with CAD and Adobe Photoshop software
  • Experience with UAS, including flight planning, FAA regulations, and post-processing software
  • Ability to work independently and in teams, with extended hours and travel as needed
  • Ability to obtain FAA Part 107 license for UAS operation
  • Knowledge of habitat conservation, land management, and GIS applications in natural resources
  • Strong research, presentation, problem-solving skills, and ability to manage multiple projects
