Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in acquiring and maintaining digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include:

  1. GIS system and database design, creation, and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

The workload ranges from moderate to heavy, with scope Tribal-wide, including work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. This position reports to the Tribe's IT / GIS Manager and involves both office and field work, including outdoor activities under various weather conditions and in vehicles. Field duties may require using GPS and UAS equipment in remote areas, with occasional lifting of equipment up to 70 lbs.

Duties and Responsibilities:

  • Coordinate technical GIS projects, plan and organize work, report progress, and recommend changes
  • Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software
  • Assist in data backup and security measures against malware
  • Manage enterprise GIS databases, including SQL Server, Esri geodatabases, shapefiles, and Access databases
  • Assess and procure new data needs
  • Perform advanced raster and vector GIS analysis
  • Create cartographic maps and GIS products
  • Develop project-specific GIS applications or processes through programming
  • Implement quality control for projects and products
  • Provide technical support to GIS staff and users
  • Conduct GIS training sessions and present at workshops
  • Evaluate new GIS technologies
  • Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing

Additional UAS duties include managing UAV hardware and software, planning flights, conducting safe flights within Tribal and FAA regulations, processing imagery, managing the imagery library, and ensuring compliance and safety standards.

Qualifications:

  • Support the Coeur d’Alene Tribe’s vision, mission, and values
  • Compliance with health policies, including annual flu shot
  • Bachelor’s degree in GIS or related field plus at least four years’ experience, or a total of six years of relevant experience and education
  • Proficiency with Windows Server and Windows OS
  • Knowledge of Microsoft SQL Server and Esri Geodatabase formats
  • Experience with ArcGIS Desktop and Enterprise software, mobile applications, and programming languages (Python, SQL, .NET, HTML, JavaScript)
  • Knowledge of GIS peripherals, raster compression, and data storage
  • Proficiency with Microsoft Office
  • Strong understanding of GIS principles, remote sensing, cartography, and GPS data collection
  • Familiarity with CAD and graphic editing software
  • Experience with UAVs, including flight planning, data collection, and post-processing software like Drone2Map
  • Ability to work independently and in teams, with flexibility for extended hours and travel
  • Ability to obtain FAA Part 107 Remote Pilot license
  • Knowledge of habitat conservation, land management, and GIS applications in natural resources
  • Strong research, presentation, and problem-solving skills
