Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet established schedules and goals. Duties include tasks within seven areas of responsibility:

  1. GIS system and database design, creation, and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

Workload ranges from moderate to heavy. The scope of work is Tribal-wide, with potential collaboration with other tribal, state, and federal agencies, as well as the public. The environment is hierarchical, similar to tribal, federal, or state agencies, or the military. This position reports directly to the Tribe's IT / GIS Manager. Work is conducted in an office setting, outdoors in various weather conditions, and in vehicles on different road surfaces, including four-wheel-drive conditions. Field duties may involve using GPS and UAS equipment in remote areas. There may be occasional lifting of equipment up to 70 lbs.

Duties and Responsibilities
  • Coordinate technical GIS projects, plan and organize work, report progress, and recommend changes as needed.
  • Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software.
  • Assist in data backup and security measures to prevent data loss and malware threats.
  • Manage enterprise GIS databases, including SQL Server, Esri file geodatabases, shapefiles, and Access databases.
  • Assess needs and procure new data sources.
  • Perform advanced raster and vector GIS analysis.
  • Create high-quality maps, reports, imagery, and GIS products.
  • Develop project-specific GIS applications or customize existing applications.
  • Implement and document quality control procedures.
  • Provide technical support to GIS staff and users across departments.
  • Develop and deliver GIS training sessions and present at workshops and conferences.
  • Evaluate new GIS technologies, products, and services.
  • Manage the Tribe’s UAS Program, including UAV hardware, software, flight planning, and imagery processing.
  • Assist with GIS product recommendations and budget planning.
  • Participate in staff recruitment and evaluation processes.
  • Attend professional development opportunities.
  • Manage grants related to GIS projects.
  • Supervise GIS staff, including Analysts, Technicians, and Interns.
  • Perform other duties as assigned.
Qualifications
  • Support the Coeur d’Alene Tribe’s vision, mission, and core values per CdA Resolution 015(2020).
  • Comply with all health policies, including annual flu vaccination.
  • Bachelor’s degree in GIS or related field, plus at least four years of GIS and enterprise database management experience, preferably in government. Total applicable experience and education should total at least six years.
  • Strong skills in Microsoft Windows Server environments and desktop OS.
  • Knowledge of Microsoft SQL Server (2008-2019), Esri Geodatabases, ArcGIS data models, and Esri software including ArcGIS Desktop and Enterprise.
  • Proficiency in programming languages such as .NET, SQL, Python, HTML, and JavaScript.
  • Experience with GIS peripherals and mobile applications.
  • Knowledge of raster data compression, GIS data storage, and remote sensing principles.
  • Proficiency in Microsoft Office and Adobe Photoshop.
  • Experience with UAS, including flight planning, FAA regulations, and imagery processing software.
  • Ability to work independently and in teams, with flexibility for extended hours and travel.
  • Ability to obtain FAA Part 107 license for Small UAS.
  • Knowledge of habitat conservation, land management, and municipal GIS applications.
  • Strong research, presentation, and problem-solving skills.
  • Ability to manage multiple projects and meet deadlines.
