Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet established schedules and goals. Duties include tasks within seven areas of responsibility :

1) GIS system and database design, creation, and maintenance

2) Project coordination

3) Client services

4) Geo-spatial product production

5) Unmanned Aerial Systems (UAS) operations

Workload ranges from moderate to heavy. The scope is Tribal-wide, possibly including work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. This position reports directly to the Tribe's IT / GIS Manager. Work is conducted in an office, outdoors in various weather conditions, and in vehicles on different road surfaces, including four-wheel-drive conditions. Duties may involve fieldwork using GPS and UAS equipment in remote areas. Occasionally, lifting of equipment weighing up to 70 lbs. is required.

Duties and Responsibilities

  • Coordinate technical GIS projects, plan and organize work, report progress, and recommend changes
  • Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software
  • Assist in data backup and security, including protection from ransomware and malware
  • Manage enterprise GIS databases, including SQL Server, Esri file geodatabases, shapefiles, and Access databases
  • Define and procure new data based on needs assessment
  • Perform advanced raster and vector GIS analysis and classification
  • Produce high-quality maps, reports, imagery, and GIS products
  • Develop project-specific GIS applications or processes with programming or customization
  • Implement and document quality control measures for projects and products
  • Provide technical support to GIS staff and other departments
  • Develop and conduct GIS training sessions and present at workshops and conferences
  • Evaluate new GIS technologies and products
  • Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing

Other UAS duties include creating flight missions, conducting safe flights in compliance with regulations, downloading and processing imagery, and managing the imagery library.

  • Assist with GIS product recommendations and budget preparation
  • Assist with hiring and evaluating GIS staff

  • Manage grants related to GIS projects
  • Supervise GIS staff when necessary
  • Perform other duties as assigned

Qualifications

  • Support the Coeur d’Alene Tribe’s vision, mission, and values per CdA Resolution 015(2020)
  • Comply with health policies, including annual flu shots
  • Bachelor’s degree in GIS or related field plus at least four years’ experience, or a total of six years’ applicable experience and education
  • Proficiency with Microsoft Windows Server (2012 R2—2019), Windows 7/10
  • Knowledge of Microsoft SQL Server (2008-2019), Esri Geodatabases, ArcGIS data models, and Esri programming languages (Microsoft .NET, SQL, Python, HTML, JavaScript)
  • Experience with GIS peripherals, desktop software, and enterprise server software
  • Familiarity with Esri mobile apps and raster data management
  • Proficiency in Microsoft Office Suite
  • Deep understanding of GIS principles, remote sensing, cartography, GPS data collection, and metadata standards
  • Knowledge of CAD and graphic editing software
  • Experience with UAS, including flight planning, FAA regulations, and post-processing software such as Drone2Map
  • Ability to work independently and in teams, with flexibility for extended hours and travel
  • Ability to obtain FAA Part 107 Remote Pilot License
  • Knowledge of habitat conservation, land management, and GIS applications in natural resources
  • Strong research, presentation, problem-solving, and multi-project management skills

Applicants may undergo interviews and practical testing. The Tribe reserves the right to hire per its Indian Preference Policy. Pre-employment drug testing and a 6-month orientation are required.
