Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Responsibilities include managing multiple priorities and coordinating work activities to meet schedules and goals. Key duties include:

  1. GIS system and database design, creation, and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

Work ranges from moderate to heavy, serving Tribal-wide and external clients such as other tribal governments, state, and federal agencies. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager. Work occurs in office settings, outdoors in various weather conditions, and in vehicles, sometimes in remote areas. Field duties may involve GPS and UAS equipment, with occasional lifting of equipment up to 70 lbs.

Duties and Responsibilities

  • Coordinate technical GIS projects, plan and organize work, report progress, and implement changes
  • Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software
  • Assist in data backup and security measures
  • Manage enterprise GIS databases, including SQL Server and GIS-specific file databases
  • Define and procure new data needs
  • Perform advanced raster and vector GIS analysis
  • Create cartographic maps, reports, and GIS products
  • Develop project-specific GIS applications and customizations
  • Implement quality control measures
  • Provide technical support to GIS staff and other departments
  • Conduct GIS training sessions and present at conferences
  • Evaluate new GIS technologies
  • Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing

Additional responsibilities include assisting with GIS product recommendations, staff recruitment, professional development, grant management, supervision of GIS staff, and other duties as assigned.

Qualifications

  • Support for Coeur d’Alene Tribe’s vision, mission, and values
  • Compliance with Tribe’s health policies, including annual flu shot
  • Bachelor’s degree in GIS or related field plus at least four years’ experience in GIS and enterprise database management; total applicable experience should be at least six years
  • Proficiency with Windows Server and desktop OS
  • Knowledge of Microsoft SQL Server, Esri Geodatabases, ArcGIS data models, and Esri software (ArcMap, ArcGIS Pro, Extensions)
  • Experience with programming languages such as .NET, SQL, Python, HTML, JavaScript
  • Familiarity with GIS peripherals and mobile applications
  • Experience with UAV operations, including flight planning, data collection, and post-processing software like Drone2Map
  • Ability to obtain FAA Part 107 Remote Pilot License
  • Knowledge of habitat conservation, land management, and GIS applications in natural resources
  • Strong research, presentation, problem-solving, and multitasking skills

Applicants may undergo interviews and practical tests. The Tribe reserves the right to hire based on Indian Preference, with pre-employment and random drug testing. A 6-month orientation period applies.
