Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of high-complexity digital data. Work requires independent judgment in managing priorities and coordinating activities to meet schedules and goals. Responsibilities include:

  1. GIS system and database design, creation, and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

Workload ranges from moderate to heavy across Tribal-wide projects, including work for other tribal, state, and federal agencies, and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager. Work involves office, outdoor, and vehicle-based tasks, often in varied weather and remote areas. Field work may include GPS and UAS equipment, with occasional lifting of up to 70 lbs.

Duties and Responsibilities

  • Coordinate technical GIS projects, plan and organize work, report progress, and recommend improvements
  • Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software
  • Assist in data backup and security measures
  • Manage enterprise GIS databases, including SQL Server, Esri file geodatabases, shapefiles, and Access databases
  • Assess needs, define requirements, and procure data
  • Perform advanced raster and vector GIS analysis
  • Create high-quality maps, reports, imagery, and GIS products
  • Develop project-specific GIS applications requiring programming or customization
  • Implement quality control for projects and products
  • Provide technical support to GIS staff and users
  • Develop and deliver GIS training sessions and present at workshops and conferences
  • Evaluate new GIS technologies and products
  • Manage the Tribe’s UAS Program, including hardware, software, flight planning, and data processing

Qualifications

  • Support the Coeur d’Alene Tribe’s vision, mission, and core values
  • Comply with tribal health policies, including annual flu vaccination
  • Bachelor’s degree in GIS or related field plus at least four years’ GIS and database management experience; or a total of at least six years’ relevant experience and education
  • Proficiency with Windows Server 2012 R2–2019, Windows 7/10
  • Knowledge of Microsoft SQL Server (2008–2019), Esri Geodatabases, ArcGIS data models, programming languages (.NET, SQL, Python, HTML, JavaScript)
  • Experience with GIS peripherals, desktop software, and enterprise server products
  • Familiarity with mobile GIS applications and raster data management
  • Proficient in Microsoft Office Suite
  • Strong understanding of GIS principles, spatial analysis, remote sensing, and cartography
  • Knowledge of GPS data collection, metadata standards, CAD, and graphic editing software
  • Experience with UAS, including fixed-wing and rotary drones, flight planning, and FAA regulations
  • Ability to work independently and in teams, with flexibility for extended hours and travel
  • Ability to obtain FAA Part 107 license for UAS operations
  • Knowledge of habitat conservation, land management, and municipal GIS applications
  • Strong research, presentation, problem-solving, and multitasking skills
