Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the general direction of the Coeur d’Alene Tribe’s GIS Manager, performs professional technical work in the acquisition and maintenance of digital data of high complexity. Work requires independent judgment in managing multiple priorities and coordinating work activities to meet schedules and goals. Duties include:

  1. GIS system and database design, creation, and maintenance
  2. Project coordination
  3. Client services
  4. Geo-spatial product production
  5. Unmanned Aerial Systems (UAS) operations

The workload ranges from moderate to heavy, serving Tribal-wide needs and possibly other agencies and the public. The environment is hierarchical, similar to tribal, federal, or military organizations. The position reports directly to the Tribe's IT / GIS Manager and involves fieldwork using GPS and UAS equipment, sometimes in remote areas. Physical activities may include lifting up to 70 lbs.

Responsibilities
  • Coordinate technical GIS projects, manage resources, and report progress
  • Design, create, and maintain the Tribe’s Enterprise GIS System and data
  • Assist in data needs assessment and procurement
  • Perform GIS analysis and produce maps and reports
  • Develop GIS applications and ensure quality control
  • Provide technical support and training
  • Evaluate new GIS technologies
  • Manage the Tribe’s UAS Program, including flight planning, operation, data processing, and library management
  • Assist with GIS product recommendations and staffing
  • Participate in professional development and grant management
  • Supervise GIS staff as needed
Qualifications
  • Support the Tribe’s vision, mission, and values
  • Comply with health policies, including vaccination
  • Bachelor’s degree in GIS or related field plus at least four years’ experience, or equivalent combination
  • Proficiency with Windows OS, Microsoft SQL Server, Esri Geodatabases, ArcGIS software, programming languages (Python, SQL, .NET), and peripheral devices
  • Experience with UAVs, including flight planning, operation, and data processing
  • Ability to work independently and in teams, with flexibility for extended hours and travel
  • Ability to obtain FAA Part 107 license
  • Knowledge of habitat conservation, land management, and GIS applications in natural resources
  • Strong research, communication, and problem-solving skills
