Senior GIS (Geographic Information Systems) Analyst / GIS System Manager (GIS Analyst, GIS Systems Manager)

Summary

Under the direction of the Coeur d’Alene Tribe’s GIS Manager, performs technical work in digital data acquisition and maintenance. Responsibilities include managing multiple priorities, coordinating activities, and working within a hierarchical organizational environment. The work scope is Tribal-wide and may include work for other agencies and the public. Duties involve fieldwork using GPS and UAS equipment, often in remote areas, with occasional lifting of equipment up to 70 lbs.

Duties and Responsibilities

  1. Coordinate GIS projects, plan and organize work, report progress, and implement changes.
  2. Design, create, and maintain the Tribe’s Enterprise GIS System, data, and software.
  3. Assist in data backup and security measures to prevent malware and ransomware.
  4. Manage enterprise GIS databases, including SQL Server and GIS-specific file databases.
  5. Assess and procure new data as needed.
  6. Perform advanced raster and vector GIS analysis.
  7. Create high-quality maps, reports, and GIS products.
  8. Develop custom GIS applications and processes through programming.
  9. Implement quality control for projects and products.
  10. Provide technical support to GIS staff and other departments.
  11. Conduct GIS training and present at workshops and conferences.
  12. Evaluate new GIS technologies.
  13. Manage the Tribe’s UAS Program, including UAV operations, flight planning, data collection, and imagery management.
  14. Assist with GIS product and service recommendations and budget planning.
  15. Participate in staff hiring, professional development, and grant management.
  16. Supervise GIS staff in the absence of the GIS Manager.
  17. Perform other duties as assigned.

Qualifications

  • Support the Tribe’s vision, mission, and values.
  • Comply with health policies, including annual flu vaccination.
  • Bachelor’s degree in GIS or related field, with at least four years’ experience in GIS and database management; combined with education, total experience should be at least six years.
  • Proficiency with Windows OS, SQL Server, Esri Geodatabases, ArcGIS Desktop and Enterprise, and mobile GIS applications.
  • Knowledge of raster compression, data storage, CAD, graphic editing (e.g., Photoshop), and GPS data collection.
  • Experience with UAVs, flight planning, imagery processing, and FAA regulations, including obtaining FAA Part 107 license.
  • Understanding of habitat conservation, land management, and GIS applications in natural resources.
  • Strong research, presentation, problem-solving, and multitasking skills.
  • Ability to work independently and as part of a team, with willingness to travel and work extended hours as needed.

Applicants may undergo interviews and practical tests. The Tribe reserves the right to hire based on Indian Preference and conducts pre-employment and random drug testing. There is a 6-month orientation period.
