The IMF’s Institute for Capacity Development (ICD) is seeking a qualified candidate to fill the position of Macroeconomic Frameworks Resident Advisor within the Southeast Europe Technical Assistance Center (SEETAC), based in Rome, Italy.

SEETAC is a new regional capacity development center that supports stronger economic institutions and policymaking in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Moldova.

The center provides tailored technical assistance (TA) in key areas for macroeconomic management, including fiscal policy, monetary and financial sector policies, macroeconomic frameworks and forecasting, statistics, and legal issues. It also complements training for the region provided by the IMF’s Joint Vienna Institute (JVI).

The Macroeconomic Frameworks Resident Advisor helps government institutions in SEETAC beneficiary countries strengthen their macroeconomic forecasting and analytical capabilities to support macroeconomic policy decisions. Depending on country needs and capacity, TA projects may range from building Excel-based sectoral relationship frameworks with supporting economic projection equations, to building semi-structural gap models or DSGE models of national economies. The projects may also cover near-term forecasting/nowcasting and/or debt dynamics tools.

The Resident Advisor will deliver capacity development activities through TA missions, training, and peer-to-peer learning engagement, working independently and in collaboration with IMF staff and short-term experts (STX). The role involves close coordination with relevant IMF teams and other SEETAC advisors.

Main responsibilities include:

Deliver TA and related training on macroeconomic frameworks to support forecasting, policy analysis, and decision-making in central banks, ministries of finance and other relevant public institutions.

Develop medium-term projects and annual workplans in collaboration with country authorities, development partners, and IMF counterparts.

Coordinate with development partners active in SEETAC beneficiary countries to promote complementarity, avoid duplication, and ensure consistent advice.

Contribute to the SEETAC broader work program, including steering committee meetings, periodic reporting, outreach, conferences, seminars and other activities of the center.

The selected candidate will report to the SEETAC Director on day-to-day operational matters, while working under the technical guidance of IMF staff based at headquarters who lead the IMF’s macroeconomic frameworks capacity development work.

The IMF offers competitive compensation and benefits package commensurate with the successful candidate’s skills and experience.

The selected candidate should be prepared to take up the position in Rome by May 1, 2027.

This position is a contractual assignment. The initial appointment will be for a period of one year with the possibility of extension contingent on performance and ongoing budget/business needs.

Qualifications

The successful candidate should hold a postgraduate degree (Master’s or PhD) in Economics or a related field, and, at least, fourteen years (Master’s) or 10 years (PhD) of relevant professional experience in macroeconomic forecasting, with practical knowledge of the IMF’s financial programming framework.

In addition, the successful candidate should have:

  • Experience in macroeconomic modeling and forecasting, including the use of relevant software—knowledge of Matlab, Python, EViews, Dynare, and Iris would be an asset.
  • Strong relationship management, negotiation, and influencing skills, as developing relations with national authorities is critical for the position.
  • The ability to organize and coordinate technical assistance and training with relevant IMF departments, short-term experts, and other international institutions and bilateral agencies.
  • A strong drive for results, with the ability to work on multiple projects under tight deadlines.
  • Excellent oral and written communication skills in English.
