Job summary

UNICEF Florence, Italy (Remote) invites applicants for a Quantitative research consultant — Return on Investment analysis in Afghanistan. The assignment spans 2.5 months with major work including desk reviews, methodology development, ROI calculations, and policy brief writing.

The consultant will work with UNICEF teams across regions, focusing on climate change, WASH, health, nutrition, and education outcomes for children.

Qualifications

• PhD in Economics, Public policy, public administration, statistics, or related field.
• At least 7 years of professional experience in applied economic research with ROI/cost-benefit/cost-effectiveness analyses.
• Experience analysing social expenditures and public finance data.
• Experience with budgeting in child-focused settings is desirable.
• Research experience on impact of programming in social protection, health, WASH or related fields.

Responsibilities

• Desk review of Afghanistan humanitarian situation reports and prior ROI analyses.
• Prepare draft ROI methodology for each paper.
• Collaborate with partners to select priority programme packages for ROI analysis.
• Gather cost data and estimate benefits for selected packages; finalize methodologies.
• Obtain benefit-cost ratios with sensitivity analyses and document assumptions.
• Describe results in ROI sections and write policy brief.
• Prepare a PowerPoint presentation and deliver at least one presentation.
