Job summary

UNICEF is seeking a consultant for the Office of Strategy and Evidence (OSE) to develop or revise approximately 5–10 regulatory instruments over a 12‑month period, producing defined, verifiable document packages that support UNICEF's governance needs.

The role requires drafting and revising governance documents, regulatory coherence analysis, policy architecture, stakeholder consultations, and robust document control to ensure timely completion within the consultancy period.

Qualifications

• Minimum 8 years of relevant experience in policy development or regulatory instruments.
• Experience supporting formal consultation and governance review processes.

Responsibilities

• Draft and revise organizational regulatory instruments and governance documents.
• Conduct regulatory coherence analyses to align with strategic objectives and legal frameworks.
• Manage stakeholder consultations and resolve comments for broad buy-in.
• Oversee document control, traceability, and revision records.
• Prepare decision papers, impact assessments, and approval documentation.
• Coordinate complex multi-document deliverables within consultancy period.
