NATO - North Atlantic Treaty Organisation in Naples, Italy, seeks an Analyst (GEOINT Data) under PLN Agenda 2030 to collect and analyze geospatial data for operational support. You will work with ICCW staff and JFCNP HQ to provide authoritative GEOINT for planning and execution.

The role requires advanced GIS skills, AI/machine learning awareness, and experience with geospatial data processing in a military context.

Competenze

• University degree in geography, computer science, cartography or related discipline with 2 years related experience, or higher secondary education with advanced vocational training and 4 years post related experience.
• Strong knowledge of GIS, ArcGIS and ERDAS Imagine.
• Strong foundations in cartography and geodesy; AI/ML concepts and programming for automated data analysis.

1.POST CONTEXT

Headquarters Allied Joint Force Command Naples provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO), including deterrence, through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. Supported by the Single Service Commands, Allied Joint Force Command Naples integrates allocated forces, including NATO Force Structure entities, and synchronises activity to achieve operational objectives. It maintains comprehensive, regional focused, situational awareness, leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEUR’s Area of Responsibility, with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance, liaison, and coordination, and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

2.DUTIES

• Collect geo-located information from other military or open-source data.
• Analyse and extract geo-located information from unstructured documents.
• Analyse datasets, to include big-data, for actionable intelligence and/or further geospatial analysis.
• Work ICCW the Staff Assistant (data manager) to ensure availability of geospatial information to the production team and the JFCNP HQ’s operational community.
• Collaborate with intelligence analyst, planners and other COIs to ensure geospatial data support to operations and planning.
• Develop AI models for semi-automated analysis of big-data aiming to improve the understanding of the operational environment in space and time.
• Provide training, documentation, and technical guidance to users and stakeholders across the JFC.

3.SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

• Perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
• Undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
• Undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
• The work is normally performed in a Normal NATO office working environment. Normal Working Conditions apply.
• The risk of injury is categorised as No risk / risk might increase when deployed.

4. ESSENTIAL QUALIFICATIONS

EDUCATION

University Degree in geography, computer science, cartography or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

EXPERIENCE

• Minimum 4 years’ experience as geospatial analyst in a military organisation.
• Minimum 2 years’ experience as geospatial data manager in a military organisation.
• Strong knowledge of GIS, preferably ArcGIS and ERDAS Imagine.
• Strong foundation in cartography and geodesy.
• Strong foundation of AI technology, machine learning concept and computer programming for automated data analysis.
• Sound experience with Python or R for geospatial data processing.
• Proficiency in SQL database for geospatial data storage.
• Familiarity with web based GIS platform and geospatial web services.
• Experience with military intelligence workflows.
• Experience with Intelligence Preparation of the Battlefield or similar process.
• Experience with ArcGIS Online or Enterprise solutions.

LANGUAGE

• English - SLP 3322 - (Listening, Speaking, Reading and Writing) based on NATO Standards.

5. DESIRABLE QUALIFICATIONS

EXPERIENCE

• Familiar with Imagery Analysis related tasks.

6. POSITION AND CANDIDATE PROFILE

• Professional contacts: The incumbent will routinely have internal contact with staff from J2 and other divisions on all matters related to geo-located information; interact routinely with J22 analyst; interact routinely with SHAPE J2 and subordinate Commands on all matters related to GEOINT data; be expected to provide customer service and support to other divisions/branches within the HQ.
• Contribution to the objectives: The incumbent plays a vital role in the implementation of a GEOINT capability and in the Bi-SC AIS Core Geographic Services Capability at JFC HQ Naples.
• This post reports to: OJS OIOG 0040 - Staff Officer (Geospatial Info and System Manager) - A2/G15. This post does not deputises anybody. This post is not deputised by anybody.

7. CONTRACT

The successful candidate will receive a three-year definite duration contract within the Project-Linked NATO (PLN) Agenda 2030.

The basic entry-level monthly salary for a NATO Grade 15 (A-2) in Italy is Euro 5,879.80 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

ADDITIONAL INFORMATION:

A NATO security clearance and approval of the candidate’s medical file by the NATO Medical Adviser are essential conditions for appointment to this post. Applicants are not required to possess a clearance at the time of applying, but they must be eligible for a clearance.
