Job summary

ManpowerGroup Talent Solutions seeks a Project HSE Manager in Mantova to ensure excellence in safety, health and environmental sustainability. You will develop and implement the Project HSE Management Plan, monitor site standards and coordinate risk management, training and incident response across multi-contractor operations.

The role requires fluency in Italian and English, and a university technical degree with relevant HSE experience on large construction sites.

Qualifications

Responsibilities

• Ensure compliance with local HSE legislation and internal standards in planning, reviews, design-for-construction and contractor management.
• Develop and communicate the Site HSE Management Plan with effective risk management procedures.
• Maintain site control with safe access, signage and hygiene conditions for workers.
• Implement site risk management procedures, focusing on high frequency and high hazard tasks.
• Provide training and coaching to managers and team leaders on risk management and duties.
• Offer trusted guidance to site management on HSE matters.
• Leverage internal and external expertise to deliver quality SHE support.
• Ensure regular audits of compliance and communicate lessons and successes.
• Engage with stakeholders to build positive relationships on HSE topics.

Position Summary

Ensure excellence in safety, health and environmental sustainability. Develop and communicate the Project HSE Management Plan and ensure its effective implementation. Monitor site standards, recognise good performance and challenge and address poor performance. Communicate with local authorities and communities as well as internal management.

Duties

• Ensure compliance with local HSE legislation and internal HSE standards and principles by ensuring HSE is integrated into project planning, operational reviews, design-for-construction, and contractor management.
• Develop the site HSE Management Plan and communicate to project management and contractors. Ensure the plan includes effective risk management procedures for worker orientation & training, risk assessment, method statements, lifting plans, permit to work, emergency planning, etc.
• Ensure the site is under control with secure access, safe access and egress routes, correct signage and with relevant risks eectively managed. Ensure high standards of health & hygiene conditions for workers, with appropriate emergency medical response.
• Ensure implementation of site risk management procedures. Ensure that specific safe working practices are in place with a focus on high frequency risks (eg slips, trips, falls, injuries from sharp points and edges) and high hazard tasks (eg work at height, critical lifting, hot work).
• Ensure training and coaching is provided to managers and team leaders to develop their knowledge of risk management, legislation and duties. Provide personal coaching and support to the Site Management Team.
• Ensure managers receive trusted guidance & support on HSE matters.
• Identify and leverage expertise and good practices from inside and outside company. Coordinate internal & external resources to deliver high quality and eicient SHE supports, e.g. exposure monitoring, health promotion, health surveillance, training.
• Ensure compliance is regularly audited and performance assessed, and the results used to drive further improvement. Promote eective communication of successes and learnings, and recognition for strong performers and contributors.
• Engage with stakeholders (eg contractor representatives, trades unions, local regulators, local communities, and local NGOs) on HSE topics to build positive relationships.

Requirements

• Taking ownership of HSE and drove change through personal leadership.
• Previous experience in leading HSE in a multiple contractor environment.
• Previous experience in working in senior HSE role on significant construction site.
• Translated policies & standards into practical action plans.
• Coached individuals and teams in dierent environments.
• Held one or more line (or project) management positions.
• Communicated eectively with dierent organisational levels.
• Developed site HSE Management Plans and implemented on site.
• University Degree in technical studies. Engineering background would be preferred.
• Previous experience in complex construction sites
• Previous HSE management in multi-contractor environments
• Experience in translating policies and standards into operational plans
• Development and implementation of Project / Site HSE Management Plans
• Specific training in Health & Safety or relevant certifications
• Fluency in Italian and English is required.
