The Programme Associate at FAO, located in Rome, Italy, supports users of OSP-managed systems, providing training, user guidance and Help Desk assistance. The role contributes to data reporting and system improvements within the Office of Strategy, Programme and Budget.

You will work under the supervision of a Senior Strategy and Planning Officer, training staff and collaborating across units to ensure smooth operation of the FAO information systems and related tools.

Competenze

  • Secondary School Education required.
  • Five years of experience in administrative/financial/planning/budgeting activities for Regular Programme and projects.
  • Working knowledge of English and at least one other FAO working language (Arabic, Chinese, French, Russian or Spanish).
  • Proficient in MS Office and project management software; familiarity with FAO corporate financial systems.

The Office of Strategy, Programme and Budget (OSP) advises the Director-General on strategic and policy matters related to the Organization's objectives, results-based programmes, and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, internal control and Risk management; coordinates the preparation of the Organization's strategic, programme and budget plans; and manages allocation of resources, and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results.

The position is located in the Office of Strategy, Programme and Budget (OSP) at FAO headquarters in Rome, Italy.

Main Purpose

The Programme Associate (OSP) plays a lead role in the coordination of support for users of OSP managed systems, including the Field Programme Management Information System (FPMIS), Enterprise Risk Management (ERM) Module and Internal Controls Reporting tool, providing training and procedural guidance to managers and staff.

Supervision Received/Exercised

The Programme Associate (OSP) reports to a Senior Strategy and Planning Officer. Work is performed autonomously, showing a high degree of initiative and independent judgment. Supervision received is focused on facilitating service delivery. The incumbent provides guidance and training to other staff in the office and works collaboratively with various units across the Organization.

Working Relationships

The Programme Associate (OSP) maintains a wide range of contacts with managers, staff and stakeholders inside and outside the unit. The incumbent collaborates closely with colleagues in other units and offices and the corporate services, to deliver quality support services.

Key Functions/Results
  • Provide Help Desk support for OSP-managed systems and related processes, including FPMIS, the Enterprise Risk Management (ERM) Module, and the Internal Controls Reporting tool, including managing access rights.
  • Prepare and deliver training on OSP-managed systems and related processes.

  • Review current processes and make recommendations to improve systems, operational and administrative procedures.

Impact Of Work

The incumbent's work impacts directly on the smooth and efficient operations of the OSP managed systems. He/she plays a lead role in the coordination and provision of the system and process support services for the successful achievement of the Division's mandate.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Education: Secondary School Education.

Experience: Five years of experience in administrative/financial/planning/programming/budgeting activities for both Regular Programme and projects.

Languages: Working knowledge (proficiency - level C) of English. Working knowledge (proficiency - level C) of one of the other working languages of the Organization (Arabic, Chinese, French, Russian or Spanish).

IT Skills: Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, PowerPoint, Teams, Copilot). Ability to effectively use project management software and FAO corporate financial systems and applications.

Residency: General Service Staff are recruited locally. To be eligible for this position, candidates must be nationals of the country of the duty station or possess an existing valid visa to work or a valid work permit and reside within commuting distance of the duty station at the time of the application. "Commuting distance" means the distance within which staff members can travel daily between their place of work and their residence.

Technical Skills

Extent of knowledge of project management support and system user support.

Familiarity with Enterprise Risk Management principles and processes, as well as the Internal Control Framework.

Knowledge of the communication and documentation management standards.

Knowledge of administrative procedures and policies.

Knowledge of organizational structure.

Desirable Qualifications And Skills

Extent of knowledge of corporate information systems such as FPMIS, Programme Planning, Implementation Reporting and Evaluation System (PIRES), Global Resource Management System (GRMS) and Country Office Information Network (COIN).

Familiarity with FAO and/or UN field programme management procedures and guidelines.

Knowledge of intranet publishing tools, procedures and guidelines.
