Overview
Our client, an international operating company, is seeking a Production Utilities Storage and Loading Day Superintendent for a major project in Mozambique. The role is based in Milan with a view to move to site as project requirements dictate. Contract: LNG/Utilities and Storage and Loading. Sector: Oil & Gas.
Responsibilities
During Engineering phase
- Review engineering documents and ensure coherence with Company expectations.
- Develop and write production procedures.
- Participate in defining start‑up sequence, considering flare emission reductions.
- Participate in Hazop and engineering reviews, DCS FATs, and reduction of alarms.
- Develop and implement production processes (PTW, inhibitions, downgraded situations, safety tours, logs, Simops).
- Develop the list of production tools.
- Implement digital solutions (digital twin, PI, etc.).
- Recruit and train production staff, especially Mozambicans.
During Operation phase
- Ensure safety of personnel and environmental protection, maintain technical integrity of equipment in domain; implement HSE rules and follow procedures.
- Maintain good housekeeping of CCR, offices, kitchens, storages and site; ensure equipment is appropriately stored.
- Participate in near misses analyses, HAZOPs, technical reviews, risk assessments, safety audits, RCA, incidents and accidents analyses.
- Formally record all downgraded situations.
- Perform roles defined by the Company Work Permit System and SIMOPS management plans.
- Perform roles defined by the Company Emergency Response Plan.
- Provide timely Production Methods support to the Production Shift teams to ensure safe and efficient operations:
- Work closely with Shift teams to guide and assist in troubleshooting process upsets/incidents; perform technical analyses and provide corrective actions and solutions; identify lessons learned.
- Provide day-to-day instructions and Production Control support.
- Guide and participate in plant optimization activities.
- Participate in the development and evaluation of Modification Proposals with Technical Support and follow up to closure.
- Provide guidance and explain operational modifications to Shift Teams.
- Develop, review and update Operating Procedures and Guidelines.
- Develop and manage Isolation and Spading plans, LO/LC registers, and operator rounds/checks.
- Provide guidance based on experience from other LNG plants – knowledge sharing.
- Coordinate and prioritize planned work on Utilities, Storage and Loading with Maintenance & Inspection to meet plant production targets and shipping programs (including weekly maintenance planning through major shutdowns).
- Ensure proper shutdown planning and coordination; manage emergency situations and provide necessary support for safe and efficient activities.
- Organize permit meetings with involved parties and control PTW openings for critical jobs.
- Carry out regular safety and plant integrity audits (PTW system, firefighting equipment, general conditions of equipment).
- Assist with work request notifications and material requisitions to support plant operations.
- Provide coverage for the Shift Production Superintendent during planned or unplanned absences and assist during plant upsets or emergencies.
- Keep records of Utilities, Storage and Loading activities.
- Check shift team logs and ensure accuracy.
- Prepare written reports on plant trips, abnormal operations, and accidents/dangerous occurrences to inform concerned parties.
- Develop employees and especially Nationals to maximize performance; identify and plan training needs and coordinate implementation with the Shift Production Superintendent and Supervisors.
- Set annual objectives for subordinates and conduct regular reviews; perform end-of-year appraisals.
Qualifications and Experience
- Excellent knowledge of oil & gas / LNG production processes and methods.
- Excellent knowledge of Utilities, LNG Storage & Loading operations.
- Strong ability to troubleshoot process problems and upsets.
- Excellent knowledge of HSE and Environment Management systems.
- Excellent knowledge of PTW systems in the Oil & Gas industry.
- Extensive knowledge of Emergency Response systems and plant emergency handling.
- Proficiency in computer Windows applications.
- Excellent command of written and spoken English.
- Bachelor’s degree in Applied Science or Chemical Engineering (or equivalent) with international standard recognition and solid experience.
- Experience: Minimum 20 years of specific production experience in oil, gas or petrochemical industry; minimum 10 years in senior production positions; minimum 10 years in utilities and LNG storage and loading.
- Excellent leadership.
