Description

HQ SACT is seeking contract support for the NSD-S HUB Transformational Analyst position. The role involves connecting HQ SACT with the NSD-S HUB to facilitate mutual benefits. Key responsibilities include enhancing ACT's understanding of regional dynamics in North Africa, the Middle East, the Sahel, Sub-Sahara, and adjacent areas, reporting on new developments, promoting HQ SACT inputs, and supporting regional approach development. The contractor will work under the guidance of the COTR.

Experience and Education
  • University degree or equivalent; 5 years of relevant military or professional experience can substitute for a degree.
  • Preferred: Master’s degree or higher in political science, international studies, security studies, military science, or operations research. A Bachelor’s degree with relevant experience is acceptable.
  • Experience in military, government, or academic analysis in international relations and security studies.
  • At least 2 years of staff experience with strategic plans and policies.
  • Minimum 2 years in an international or governmental organization, preferably NATO at the strategic level.
  • Extended knowledge of NATO planning and policy processes.
  • Ability to work independently, proactively, and efficiently on multiple tasks.
  • Professional demeanor and effective interaction in an international environment.
  • Proficiency in word processing, spreadsheets, graphics, and advanced database software.
  • Flexibility to work outside normal hours, including weekends and evenings, often on short notice.
Desirable Qualifications
  • Experience working with Flag / General Officers or equivalent.
  • Proficiency in French.
Roles and Responsibilities
  • Serve as liaison with NSD-S HUB and ACT SPP STRTPLP.
  • Develop and maintain the NSD-S database.
  • Coordinate with ACT Directorates and Branches to exchange information on HUB functions, policy, ETEE, and capability development, focusing on the South security environment.
  • Update ACT on HUB deliverables.
  • Utilize ACT products to support HUB activities.
  • Engage with NSD-S HUB stakeholders, providing ACT perspectives.
  • Support ACT’s direct relationships with the HUB.
  • Assist in leveraging ACT and NATO resources for experimentation, doctrine, concept development, and operational analysis.
  • Ensure HUB access to ACT online products.
  • Assist in project/study requests from NSD-S HUB via the Knowledge Production Plan (KPP).
