Join Our Team as Human Resources & Financial Manager
We are seeking a dedicated Human Resources & Financial Manager to plan, coordinate, and implement HR, administrative, and financial activities and policies within our project. The role involves ensuring compliance with legal obligations, standard protocols, and our procedures.
The goal is to provide reliable, transparent, and high-quality information to the organization regarding resource utilization and allocation, and to develop the necessary human resource capacity to achieve project objectives.
Responsibilities
- Analyze and monitor the project's operational needs for human and financial resources and the associated budget, ensuring efficient project sizing, capacity, and proper fund allocation according to funding contracts.
- Plan, supervise, and ensure the implementation of HR processes (recruitment, training, briefing, induction, evaluation, development, and communication) for project personnel.
- Develop annual staffing plans and schedules to ensure resource availability for project activities.
- Ensure hiring, contract modifications, and termination procedures comply with local labor laws.
- Oversee payroll management procedures, ensuring accurate data entry for monthly employee salaries using appropriate software.
- Implement workflows related to cash management, transfers, advances, procurement procedures, payment validations, and bank reconciliations to anticipate expenses and optimize cash needs and security.
- Establish and supervise transactional procedures and systems to ensure transparent accounting practices and complete documentation traceability (invoices, receipts, bank statements, etc.).
- Guarantee and oversee monthly and annual financial closing processes and all HR, administrative, and financial reports for the project.
- Manage personnel movements and adjustments within the project.
Essential Requirements
- Degree in Economics, Human Resources, or Administration.
- At least two years of experience in HR, administration, or finance management activities.
- Proficiency in English and French at B2 level.
- Availability for 9-12 months.
Preferred Qualifications
- Previous experience with NGOs and work experience in developing countries.
- Additional languages: Spanish, Portuguese, Arabic at B2 level are desirable.
