BACKGROUND AND PURPOSE OF THE ASSIGNMENT :
As a member of both the Global Logistics Cluster Support Team and the Regional Bureau Supply Chain Team the Regional Field Support Logistics Cluster Officer is assigned to regional desks or groups of countries where the humanitarian community together with the local government have requested some support to implement (partially or fully) the core functions of the cluster approach at country level. The Regional Field Support Logistics Cluster Officer supports participates and in some instance may oversee global events. The Regional Field Support Logistics Cluster Officer advises and provides guidance to the coordination cells supports the Country Office reviewed strategy and may provide surge capacity to on-set activities in-country for Southern Africa region. The Regional Field Support Logistics Cluster Officer contributes to fostering developing and maintaining of strategic partnerships and therefore strengthening the community of the Logistics Cluster partners. The Regional Field Support Logistics Cluster Officer reports to RBJs Regional Supply Chain Officer (or his / her designated officer) while maintaining close technical liaison with the various managers within the Global Logistics Cluster at Headquarters level.
ACCOUNTABILITIES / RESPONSIBILITIES :
Preparedness 1.
Lead the planning implementation support and monitoring activities of the GLC field preparedness project at regional and country level. This includes both implementation and desk support to necessary country-level resources for these activities.
2. Provide strategic support top lan organize and facilitate dedicated workshops and trainings both at regional and country level.
3. Coordinate post-closure country activities related to GLC preparedness including reporting on both achievements (metrics) and impact.
Training
4. Support the identification and design of Logistics Cluster Trainings in Southern Africa.
5. Lead the delivery of Logistics Cluster Trainings in the region.
6. Act as Subject Matter Expert (SME) for any training related tasks to be delivered in languages used in the RBP region (French English).
Operational and Surge Capacity
7. Where required in Southern Region support both ongoing and sudden-onset emergency response activities (desk support) or through field deployments at country-level (surge support)
TERMS OF REFERENCE FOR SHORT-TERM / CONSULTANCY CONTRACTS HR-
9. Provide advice on Humanitarian Response Planning Humanitarian Needs Overview Inter Cluster Coordination and other strategic planning products. Actively support project design for operations assigned including CSP and Budget Revisions.
10. Design contribute anddrive the information exchange betweenstakeholders both at country and regional levels (WFP partners at global level private sector) and with the field.
11. Contribute to thedefinitionof the logistics strategy withinthe GLC policies andprocedures andsupport effective integration of Logistics Cluster operations and services including coordination with other organizations.
DELIVERABLES AT THE END OF THE CONTRACT :
A) Support the transition and follow up on the Field Based Preparedness Project in Southern Africa with key success indicators and a long-term continuity strategy.
B) National Officers are trained accompanied and supported with acquired abilities to lead in future activities and responses.
C) Structured logistics coordination mechanisms are established at country and regional level in close coordination with OCHA National and Regional Disaster Management Agencies.
D) Regional and sub-regional events (including a simulation exercise) are held once a year to maintain a network of responders and a community of practice. E) Where requested emergency field support has been conducted providing logistics coordination leadership and guidance to the WFP country office and the humanitarian community.
F) Support Preparedness Lead Officer within donor relationship area proposal development and reporting.
G) Support budget management and Field Base Preparedness Project global staff coordination.
H) Support any other responsibilities under Preparedness Lead functions if needed.
QUALIFICATIONS & EXPERIENCE REQUIRED :
Education : University degree in social sciences international relations crisis management emergency preparedness and response or related field; information management; capacity building and trainings; or the equivalent combination of education and experience
Experience : Minimum of seven years of working experience including : working in international emergency response; disaster risk management (DRM) or disaster risk reduction (DRR); logistics; capacity building capacity strengthening or training; extensive experience in working with national and international coordination systems as well as exposer to the IASC cluster system especially Logistics Cluster are important.
Knowledge & Skills : Strong knowledge of project management desirable. Excellent skills in working in international teams and managing projects under tight deadlines and resource constraints in an engaging and solution-oriented environment. Excellent written and verbal communications skills; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; excellent written skills; sound knowledge of Microsoft Windows Microsoft Office 365 especially Excel Word PowerPoint and other related software. Strong information management skills are desirable.
Languages : Fluency in spoken and written English Spanish is mandatory. In addition French is considered a significant value add. Working knowledge of other UN languages as well as Portuguese (WFP official language) are considered an asset
