The HSES Manager for a construction project located in Tuscany, Italy, holds overall responsibility for Site HSES (Health, Safety, Environment, Security). The HSES Manager leads, assists, and advises the Site / Construction Manager on all HSES issues during construction and commissioning stages. They lead and guide Contractors' HSE teams and advise the Site Manager on personnel and subcontractor discipline concerning safety regulations. They ensure subcontractors comply with contractual and local safety requirements, including HSES plans, safety standards, local regulations, client, and site-specific requirements. The manager checks and co-validates subcontractor HSES plans, risk assessments, and other documents, and monitors the control of materials, tools, and machinery according to applicable regulations. Communication with subcontractors regarding safety points for special works (e.g., excavations, confined space, work at height, lifting, radiographics, pneumatics) is essential. They monitor and validate procedures related to the use and storage of chemical products on site. The manager oversees daily housekeeping, manages safety meetings with all subcontractors, issues minutes of meetings, and follows up on observations. They are responsible for managing and checking permits such as Safe Work Permits, Confined Space Permits, X-ray, Pneumatic, Hydraulic Notifications, and Heavy Lifting Plans, in accordance with regulations and site standards. The manager participates in coordination meetings, providing information and monitoring coactivity, special works, dangerous activities, and safety instructions. Safety audits are performed to identify corrective actions, with follow-up to address issues. The manager has the authority to stop activities if unacceptable risks are identified. They conduct specific training for workers (e.g., TBT, Work at Height, Confined Space) and implement and update the site-specific HSES / Emergency Response Plan. Additional responsibilities include conducting safety walk-downs, maintaining inspection records, reporting substandard conditions, and proposing measures to address them. They audit all HSES documentation related to subcontractors, including permits, inspections, training, incident reports, and meeting notes.
