Description

Mission

Support the HSE functions and achieve corporate health, safety, and environmental objectives.

We are seeking a qualified HSE Advisor to oversee safety at Hitachi Rail construction sites, support HSE functions, and help meet company HSE goals.

Accountabilities

  1. Contribute to establishing, documenting, implementing, maintaining, and continuously improving the Local HSE Management System in accordance with international standards, local procedures, and contractual requirements.
  2. Supervise the implementation of Hitachi project activities in compliance with HSE policies, legislative requirements, client HSE requirements, and the HSE management system.
  3. Identify risks and hazards, collaborate on risk assessment, and determine necessary control measures per applicable HSE legislation, client requirements, and the HSE management system.
  4. Conduct audits and inspections in line with legislative HSE requirements.
  5. Implement HSE programs to achieve HSE objectives and targets.
  6. Manage external HSE resources assigned to the construction site.
  7. Participate in identifying training needs and conduct HSE training as per the training program.
  8. Assist during bidding phases in identifying legal requirements.
  9. Define and update procedures for managing potential emergency situations.
  10. Monitor, report, and communicate HSE performance, implementing corrective actions in case of negative trends.
  11. Investigate and analyze incidents and near misses.
  12. Identify non-conformities and ensure corrective/preventive actions are taken to mitigate and prevent recurrence.
  13. Assist in implementing documentation for management review meetings.
  14. Manage HSE aspects in manufacturing facilities.

Performance Criteria

  • Timely delivery and quality assurance of HSE documents;
  • Evaluation and management of HSE risks;
  • Management of audit and inspection processes;
  • Client satisfaction.

Skills & Knowledge

  • Willingness to travel frequently within Italy;
  • Degree in civil, environmental, safety engineering or similar technical field (or qualified HSE Master’s);
  • Deep knowledge of health, safety, and environmental regulations, especially regarding construction sites;
  • Expertise in ISO 45001 and 14001 standards;
  • Certification as ASPP with Modules A and B (D.Lgs. 81/08) or equivalent qualification;
  • Experience managing HSE on construction sites, particularly in High Speed, Mass Transit, Railways;
  • Proficiency in Windows OS and Microsoft Office;
  • Strong communication, presentation, and training skills;
  • Minimum of 3 years of experience in workplace safety;
  • English proficiency at B2 level;
  • Proactive attitude and adaptability to new challenges;
  • Ability to work in multidisciplinary teams and communicate effectively with stakeholders;
  • Additional professional certifications in HSE (e.g., CSE).

  • Lead Auditor certification for ISO 45001 & 14001 - Plus
  • Experience managing HSE in manufacturing facilities - Plus
  • Knowledge of railway safety regulations - Plus
  • Organizational and business process knowledge - Plus
  • Cost estimation and budgeting skills - Plus
  • Deep incident analysis techniques - Plus
  • Familiarity with safety management tools and HSE reporting software - Plus
