The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. Currently working in over 40 countries, the IRC aims to restore safety, dignity, and hope to millions who are uprooted and struggling to endure. In response to increased refugee arrivals into Europe, the IRC established programs initially in Greece, expanded to Serbia and the wider Balkans, and now in Germany.

Following assessments in Italy in 2017, critical protection gaps were identified in areas such as mental health and psychosocial support (MHPSS), assistance to unaccompanied children, information provision, and legal support. To address these gaps, IRC established a presence in Italy, implementing programs including the Refugee.Info web platform, child protection for unaccompanied children and trafficking victims, socio-economic mentoring for refugee youth, WPE, and educational initiatives focusing on social-emotional learning and healing classrooms.

Job Overview / Summary

The HR Officer supports effective HR Management in collaboration with the Head of Office and the RAI Europe Regional HR partner. She/he is responsible for all administrative HR issues for international and national staff, including payroll support for national staff.

Major Responsibilities
  1. Apply IRC HR Policies and procedures.
  2. Compile and review monthly payroll submissions; ensure smooth payroll administration with the RAI HR Partner.
  3. Manage employee database and personnel files.
  4. Coordinate recruitment activities, including posting vacancies and conducting interviews.
  5. Facilitate HR orientation for new staff.
  6. Assist in preparing national staff contracts and ensure adherence to personnel policies and labor laws.
  7. Maintain leave records, track personnel changes, and oversee exit procedures.
  8. Identify training needs, organize relevant sessions, and support capacity building activities.
  9. Keep project organization charts updated.
  10. Ensure all staff contracts and personal files are current.
  11. Prepare HR correspondence and documents for authorities, tax offices, and labor ministries.
  12. Uphold the IRC Way Standards for Professional Conduct—Integrity, Service, Accountability, and Equality.
  13. Perform additional tasks as assigned by the Regional HR partner.
Qualifications
  • University degree in management, human resources, administration, or related fields.
  • Minimum 3-4 years professional experience in HR, administration, or office management.
  • Experience with INGO preferred.
  • Fluency in English.
  • Strong personal integrity and ability to handle pressure, multitask, and adapt to cultural sensitivities.
