A leading humanitarian organization is seeking an experienced Human Resources & Financial Manager for deployment in international missions. This role demands planning and implementing HR and financial activities, ensuring legal compliance, with a focus on enhancing organizational transparency and capacity. Required qualifications include a relevant degree and proficiency in English and French.

  • Availability for 9-12 months, previous NGO experience preferred.

Working with us as Human Resources & Financial Manager involves planning, coordinating, and implementing HR, administrative, and financial activities and policies for the project, in compliance with legal obligations, standard protocols, and our procedures.

The goal is to provide reliable, transparent information to the organization regarding resource utilization and allocation, and to develop the human resources capacity needed to achieve project objectives.

  • Analyze and monitor the operational needs for human and financial resources and the associated budget to ensure efficient project sizing and proper fund allocation based on funding agreements.
  • Plan, supervise, and ensure the implementation of HR processes (recruitment, training, briefing, induction, evaluation, development, and communication) for project personnel.
  • Develop annual staffing plans and schedules to ensure resource availability for project activities.
  • Ensure hiring, modifications, and contract termination formalities comply with local labor laws.
  • Supervise payroll management procedures, ensuring accurate data entry into software for national staff salaries.
  • Implement workflows (cash management, transfers, advances, procurement procedures, payment validations, regular payment controls, bank reconciliation) to anticipate expenses and optimize cash needs and security.
  • Implement and supervise transactional procedures and systems to ensure transparent accounting practices and complete document traceability (invoices, receipts, bank statements, etc.).
  • Guarantee and oversee monthly and yearly financial and HR reporting and project closure processes.
  • Manage personnel movements and placements within the project.
  • Qualifications : Degree in economics, human resources, or administration.
  • At least two years of experience in HR administration and / or financial management activities.
  • Proficiency in English and French at B2 level.
  • Availability for 9-12 months.
  • Previous NGO experience and work in developing countries preferred.
