An international consulting firm is seeking Health Workforce Planning Experts for a remote role involving short-term assignments across Europe. The ideal candidates will have extensive experience in health system reform and a Master's or PhD in related fields. Location: Europe (remote / with missions to Croatia)

Duration: Up to 24 months

Estimated Workload: Short-term assignments / task-based consultancy

About the Opportunity:

We are creating a pool of Health Workforce Planning Experts for a new FWC Contract:

EC-SG REFORM / 2025 / OP / 0001:

Provision of consultancy services to support the design, development, implementation, monitoring, and evaluation of structural reforms in EU Member States. Experts in this pool will be contacted for specific assignments as they arise. If you have relevant experience, we encourage you to apply.

Key Responsibilities:

  • Analyze the current national health workforce situation, including legal, institutional, and resource gaps.
  • Develop an adaptable workforce planning model aligned with international best practices.
  • Provide technical recommendations based on scenario analysis of supply/demand projections.
  • Design and guide the use of planning tools that address staff shortages and future needs.

Qualifications:

  • Master’s or PhD in public health, health economics, workforce planning, or a similar field.
  • At least 10 years’ experience in health system reform, workforce modeling, or human resources for health (HRH).
  • Familiarity with EU-level workforce strategies and WHO guidelines.
  • Strong analytical and policy drafting skills.
